- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Management Operations & Support Branch, NCI at Frederick, 428 Miller Drive, Suite 59, Frederick, MD 21702, UNITED STATES Description National Cancer Institute (NCI), Radiation Oncology Branch (ROB), plans to procure on a sole source basis a Varian Eclipse Advanced Planner license from Varian Medical Systems at 3290 Northside Pkwy, Suite 400 Atlanta, GA 30277. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR 13.106-1(b)(1) and FAR 13.501-(a)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334510 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery will be within 90 days of receipt of award. It has been determined there are no opportunities to acquire green products or services for this procurement. Department Background The Radiation Oncology Branch (ROB) is part of the National Cancer Institute (NCI) Center for Cancer Research (CCR). The ROB designs and conducts pre-clinical and clinical research on the biologic and therapeutic effect of radiation therapy. The research clinical trials that the ROB develops and conducts involve novel technology and/or imaging based approaches to radiation therapy treatment. Within ROB Computer Tomography (CT) and Magnetic Resonance (MR) image fusion is a routine part of a patient treatment planning. The ROB also provides treatment via radiosurgery, intensity-modulated 3-D conformal radiotherapy (IMRT), real-time dose measurement, brachytherapy, and MR-guided procedures. Purpose of Purchase The purpose of this acquisition is to procure the Varian Eclipse Advanced Planner license supplied by Varian Medical Systems, and is compatible with the existing government owned Varian Eclipse Treatment Planning Systems; including both stand-alone workstations and a virtual Citrix-based environment; as well as the Government-owned Varian Aria patient management system. The license shall be used to provide an additional "seat" for performing treatment planning calculations using photon and electron beams and for plan evaluation. Each seat permits one independent running instance of the Eclipse environment. Salient characteristics Contractor shall provide one additional license (seat) for the Varian Eclipse Advanced Planner radiation treatment planning environment. This license shall have the following salient characteristics: • Multi-modality image support (including PET contouring), image registration and blending, clinical protocols, advanced segmentation, virtual simulation, beam placement, plan evaluation, electronic plan approval, electronic patient chart and configurable printing of plan evaluation, • 2-dimensional (2D) and 3-dimensional (3D) dose calculation (including beam configuration) on a distributed calculation framework, irregular field monitor unit calculations, 3D conformal and field-in-field planning using a user selectable Anisotropic Analytical Algorithm (AAA) or pencil beam convolution photon beam model or a Generalized Gaussian Pencil Beam convolution model for electron beams, • 2D, film-based BrachyVision for brachytherapy planning, • Intensity Modulated Radiation Therapy (IMRT) planning including beam angle optimization, interactive IMRT optimization, electronic surface compensation or planar compensation with support for either split carriage or large field IMRT, • Frameless Intensity Modulated Radiosurgery (IMRS) and optional cone-based Stereotactic Radiosurgery (SRS) planning, • 4-dimensional (4D) planning. • Electron dose calculation using an Electron Monte Carlo dose calculation engine, • Conformal arc planning using Dynamic Multileaf Collimation (DMLC), • 3D image based BrachyVision, • IMRT support for the Varian TrueBeam including a leaf motion calculation algorithm integrated between Eclipse, ARIA and TrueBeam to support both Sliding Window IMRT and IMRT using multiple static segments. • Compatibility with existing, Government-owned Varian Eclipse Treatment Planning Systems; including both stand-alone workstations and a virtual Citrix-based environment; as well as the Government-owned Varian ARIA patient management system. The Varian Medical Systems is the only known source for the Eclipse Advanced Planner license as it is the patent holder and sole manufacturer and distributor. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00 PM EST, on April 10, 2017. All responses and questions must be in writing and emailed to Junli Collins, Contract Specialist, via electronic mail at Junli.collins@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration and the Online Representations and Certifications Applications through the System for Awards Management website (sam.gov).
