Description
The US Army Communications-Electronic Command (CECOM) is conducting a Market Survey to locate potential sources with capability to manufacture, inspect, and test hardware to fulfill spare part requirements for 52 Mod. The spare part that the Army is looking to procure has the following National Stock Number (NSN), Nomenclature, and CECOM Part Number: (1) NSN is 5960-01-407-1350. (2) Nomenclature is ELECTRON TUBE. (3) CECOM Part Number is A3187968-117. This part is currently manufactured by Microsemi (CAGE: 7AFQ6). The Microsemi part number is 10891A. It is the main component of Microsemi Cesium Primary Frequency Standard 5071A. The Government does not own any rights to the technical data that is required to design, develop, or manufacture this spare part. Product requirements of this spare part are described in CECOM Specification Control Drawing, A3187968, Revision U. A copy of this drawing can be supplied upon written request to Vladimir Shapovalov (e-mail contact below). The drawing does not provide form, fit and function details, or the technical data, which are required to produce these items. The form fit and function of these items are not defined by any nationally recognized industry standard or specification. The contractor shall be required to establish a facility including tools, test equipment, parts, personnel, etc., required to meet the manufacturing requirements of the contract. Interested sources shall send a capability statement to The US Army Communications-Electronics Life Cycle Management Command, Attn: Vladimir Shapovalov (e-mail contact below), and response must include the following information: demonstration that that he possesses, or shall possess, the complete technical manufacturing data and technical expertise necessary to produce these items, adequate production plant facilities (equipment, tooling, space) and technical expertise to enable him, or his subcontractors to manufacture these items; company name and CAGE code; address; phone number; point of contact; e-mail address; business size status. The intent of this Sources Sought announcement is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive and/or set aside for Small Business. The Government will use this information to determine the best acquisition strategy for a potential procurement action. Interested sources are advised that the Government will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey. Therefore, any costs associated with Market Survey/Sources Sought submissions will be solely at the interested source's expense. This Market Survey does not guarantee a contract by the Government. Interested companies will have to qualify as approved sources before any production contract award. Responses should be received in writing by April 3, 2017. General Capability Questions: (1) Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure. (2) Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). (3) Describe any successful redesigns that have been implemented. Please provide the applications of the system, contract number, and agency that conducted procurement. (4) Describe your capabilities and experience in test and evaluation in relation to the requirement. (5) How will your organization address the absence of drawings, specifications, technical data, test procedures, etc.
