- Agency/Office: National Institutes of Health Location: National Cancer Institute, Office of Acquisitions Title: Clinical Genetics Branch (CGB) Support Services Contract Type of Notice: This is a Small Business Sources Sought (SBSS) notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small business; HUBZone small businesses; service-disabled, veteran-owned small businesses, 8(a) small businesses; veteran-owned small businesses; women-owned small businesses; or small disadvantaged business; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a NAICS code of 541990 and the small business size standard for such requirements is $15 Million per annum. The Division of Cancer Epidemiology and Genetics (DCEG), National Cancer Institute (NCI) is seeking capability statements from all eligible Small Businesses as stated above. THERE IS NO SOLICITATION AVAILABLE. THIS IS STRICTLY FOR MARKET RESEARCH. Background: Family studies and intervention trials are an essential part of CGB's mission. There are currently more than 5,000 research subjects in NCI's Family Studies Registry, which is shared with the Human Genetics Program, DCEG/NCI. Over time, these studies have increased in size and complexity in order to (a) identify novel, highly-penetrant susceptibility genes, (b) quantify risks of syndrome-specific tumors, (c) define a syndrome's clinical phenotype more precisely, (d) identify genetic modifiers of cancer risk, (e) evaluate novel management strategies (including cancer screening and risk-reducing surgery) for both familial cancers and selected non-familial cancers for which patients at very high risk of developing malignancy can be identified (currently, HPV-related carcinogenesis is the primary example of this latter approach), and (f) create an annotated biospecimen resource to support laboratory-based translational research aimed at clarifying etiologic pathways in the pathogenesis of these cancers. For most types of high-risk subjects studied, the CGB collects information on relevant cancer risk factors, performs etiologically-oriented medical history and physical examinations, obtains clinical laboratory and medical imaging studies, acquires, processes, stores and collaboratively shares various biospecimens (e.g., whole blood, DNA, RNA, serum, plasma, urine, skin biopsies, normal and tumor tissue, and cervical swabs obtained for PAP or HPV testing), and obtains detailed psychosocial and behavioral data. The CGB provides genetic counseling, risk assessment, genetic testing and education for families participating in specific studies related to their risk of cancer, and studies screening, preventive surgery or other interventions related to the specific cancer(s) of concern to them. As information about risk is generated, educational materials are developed for family members, health care providers, and the general public. This investigational work is based upon IRB-regulated human subjects' research, and therefore complies with all Federal rules and regulations which govern such activities, including USC 45CFR46 (the Common Rule). In addition, the CGB has a major cross-cutting initiative related to behavioral, counseling and psychosocial domains, in which each family study incorporates specific ancillary studies all aimed at improving CGB's understanding of what it means to be a member of a cancer-prone family. For further, more detailed information related to the Branch's activities, see website at: http://dceg.cancer.gov/cgb The incumbent, Westat, has provided support services to the Clinical Genetics Branch since 2001 under contracts N02CP11019, HHSN261200655004C, and HHSN261201300003C. Purpose and Objectives: The Clinical Genetics Branch (CGB), Division of Cancer Epidemiology and Genetics (DCEG), of the National Cancer Institute (NCI) requires support services for interdisciplinary studies in Clinical Cancer Genetics. The contract will provide the services required to support conduct of a wide variety of domestic and international family studies and field (case-control and cohort) studies. The proposed support services contract will supply research nurses, genetic counselors, research assistants, study and data managers, biospecimen coordinators, support staff for questionnaire design, coding, keying and database creation, as well as management tools for all of these activities. Project Requirements: Independently and not as an agent of the Government, the Contractor shall be required to furnish all the necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the Government, as needed to support Clinical Genetics Branch studies. The Contractor shall perform some or all of the following support activities, as may be specified by the NCI COR, in the conduct of each study. The scientific design of studies, supervision of ongoing data collection, data analysis and publication-related activities are the responsibility of NIH/NCI CGB scientific staff. 1)Study initiation, liaison, and administrative management; 2)Preparation of study materials and procedures; 3) Identifying and tracing study subjects; 4)Interview and abstracting data collection; 5)Clinical support activities; 6) Laboratory aspects involving collection, shipment, storage and distribution of biologic specimens, and entry of test results and laboratory data into study-specific databases; 7)Data preparation; 8)Computer programming and data processing; 9)Study monitoring, quality control, and reporting; and 10)Family medical records room and database maintenance. Anticipated Period of Performance: The anticipated period of performance for this requirement is a one-year base period and four 12-month options. Capability Statement/Information Sought: We encourage small businesses to submit a capability statement which will be considered by the agency. Small businesses possessing experience and demonstrated capability to accomplish the aforementioned requirements and level of effort are to supply pertinent information in sufficient detail to demonstrate their ability to perform the required services. Information furnished must not exceed 5 pages (12-point font minimum), including all attachments, résumés, and charts; and should include an outline of previous or similar projects performed. All responses must include an indication of current certified small business status, clearly marked on the first page of the capability statement, as well as the eligible small business concern's name, point of contact, address, and DUNS number.
