- Special Notice Number: PIFSC-17-SN05 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, Pacific Islands Fisheries Science Center The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Seabed Technologies, Inc. for a requirement of four new Modular Optical Underwater Survey System (MOUSS). The sole source determination is based on National Oceanic & Atmospheric Administration's (NOAA) requirement for the additional MOUSS units and Seabed Technology is the sole provider and manufacturer that designed and developed the MOUSS units. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately one year from the award date. The NAICS code for this procurement is 541690 with corresponding size standards in millions of dollars of $15.0. This Special Notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing. Submissions are due no later than April 4, 2017 at 3:00 p.m. HST, Honolulu, HI. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Me can provide the requirement stated above.
