- Description
- The purpose of this amendment is to provide the Government's response to questions received regarding formal RFP W58RGZ-17-R-0001 issued on 22 March 2017. 1. Reference: L.4.e - Past Performance Questionnaire (Volume IV, Section 5). The offeror and/or key subcontractor shall complete Sections II A. and II B. of the Past Performance Questionnaire, e-mail the questionnaire to both the Government contracting activity and technical representative responsible for the past/current contract, and provide the PCO with a list of all POCs who were sent a questionnaire within 10 days after release of RFP. Question: Please confirm that "within 10 days after release" is defined as 10 business days. Response: Per FAR Part 2, "a ‘Day' means, unless otherwise specified, a calendar day" 2. Reference: L.4.e - Past Performance Questionnaire (Volume IV, Section 5). The POCs shall be instructed to electronically complete Section III of the questionnaire and e-mail the entire questionnaire to the Contracting Officer at martin.v.patton.civ@mail.mil, within 10 days of receipt of the questionnaire. Question: Please confirm that "within 10 days after release" is defined as 10 business days. Response: Per FAR Part 2, "a ‘Day' means, unless otherwise specified, a calendar day" 3. Reference: L.4.a.1. This section indicates that, "For past performance as a subcontractor to be considered, the total subcontract value must equal 20% or more of the prime contract." Question: Given the breadth of the requirements anticipated under the PIF III contract, the identification and use of technical experts in specific applicable fields, e.g. design/engineering, provides the Government improved technical solutions, reduced costs, and overall positive results for PIF end users. However, as a percentage of the overall value, the work performed by these technical experts may not equal 20% or more of the contract even though the services are key and vital to the overall success of the program. If the Offeror is able to show that the work performed on the cited past performance contract was key and vital to the overall success of that contract and that it is indicative of successful performance on the PIF III contract, will the government consider evaluating that past performance even if it does not represent 20% of the contract value. Response: In order for past performance as a subcontractor to be considered, the Government has defined the criteria that the total subcontract value must equal 20% or more of the prime contract. The Government is not considering anything less than the stated 20%. There will be no change to the RFP. This amendment does not extend the proposal due date.
