Description
The United States Department of Justice (DOJ) intends to issue a Request for Proposals for Specialize Support Services for the National Security Division (NSD). The NSD is DOJ'S representative on the Committee on Foreign Investment in the United States (CFIUS), which investigates acquisitions of U.S. companies by foreign persons in order to determine the effects of the acquisition on national security. NSD is required to evaluate information related to covered transactions, including the structure of the transaction, including any foreign government ownership or control, threat assessments provided by the U.S. Intelligence Community (USIC), and vulnerabilities resulting from the transaction. In addition, NSD must track and monitor certain transactions, as well as exercise vigilance more broadly to identify unreported transactions which require CFIUS review. Resolution of virtually all CFIUS matters is dependent upon a proper understanding of one or more technologies which are embedded within the products and/or services supplied by the domestic company being acquired. Technical and expert support for the NSD legal staff is essential in order to review voluntary CFIUS filings, investigate non-notified transactions which should have been filed with CFIUS, and monitor agreements intended to mitigate national security risk so that transactions may be allowed to proceed. The Contractor shall provide the requisite tools and technical skill and expertise to allow the NSD's attorneys to meaningfully discharge DOJ's responsibilities with respect to DOJ's membership on CFIUS; its role in the administration, assessment and process of FCC applications; and its mandate to assess and develop an all-tools approach to national security risk mitigation. A single award time and materials type contract is anticipated for this requirement. The Government anticipates a base period of twelve months with four additional option periods of one year each for a total period of performance of sixty (60) months. The solicitation will be available on or about April 12, 2017. Due date for receipt of proposals will be approximately thirty (30) days after issuance of the solicitation. All information regarding this procurement, including the solicitation document and amendments, will only be made available electronically on the General Service Administration's 'Federal Business Opportunities' web site, http://www.fedbizopps.gov. Hard copies of the solicitation itself will not be available. Interested parties should periodically check this Internet site for information regarding the schedule and this acquisition.
