LTAMDS Classified Document Request Form Special Notice - LTAMDS - March 28, 2017 DISTRIBUTION A. Approved for public release: distribution unlimited. ATTENTION: The information received in response to this Special Notice will be assessed on behalf of the United States (US) Army Lower Tier Project Office (LTPO) by a team of subject matter experts from the US Army Aviation and Missile Research Development and Engineering Center (AMRDEC), Georgia Tech Research Institute (GTRI), University of Alabama in Huntsville (UAH), Massachusetts Institute of Technology Lincoln Laboratory (MIT-LL), Intuitive Research and Technology Corporation, and KBRwyle. Special Notice: (a) The Government does not intend to award a contract on the basis of this Special Notice or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal", "offeror", "respondent", "Contractor" or "Industry" may be used in this Special Notice, your response will be treated as information only. It shall not be used as a proposal. (c) This Special Notice is issued for the purpose of informing Industry regarding future contracting plans and soliciting feedback. The Special Notice Point of Contact (POC) is Dan Potempa, US Army Contracting Command, NJ (ACC-NJ), and can be contacted via e-mail: daniel.l.potempa2.civ@mail.mil. No award is intended as a result of this Special Notice nor does the Government intend to pay for information received. Any response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The Government is planning on conducting two Industry Days. The first Industry Day will be on 11 April 2017 and the second Industry Day will be on 2-3 May 2017. These Industry days will take place at KBRwyle, 345 Bob Heath Drive, Huntsville, AL 35806. Contractors wishing to participate in both Industry Days shall submit the names of all attendees for both Industry Day events by 3 April 2017. A maximum of four (4) people per company/contractor will be allowed to attend the Industry Day on 11 April 2017. A maximum of (5) people per company/contractor will be able to attend the second Industry Day on 2-3 May 2017. Each company shall provide two separate lists of attendees, one for each Industry Day event, to Dan Potempa by 3 April 2017. Additionally, the names/Visit Requests for all proposed attendees for both Industry Day events shall be provided to both LTPO Security and KBRwyle Security for vetting in advance of the meetings. Only the names/Visit Requests of individuals provided by 3 April 2017 and successfully vetted in advance by both LTPO Security and KBRwyle Security will be allowed to attend both Industry Day events. No exceptions or substitutions will be allowed once attendees submitted have been successfully vetted. Visit Requests shall be provided to both locations below for vetting: 1. Technical Point of Contact: Jeff Engbrecht / Dr. William ‘Steve' Pearce iii. Purpose: LTAMDS Industry Day b. Via fax send to 256-217-8047 The first Industry Day on 11 April 2017 will inform Industry of LTAMDS modernization program plans and to begin an open dialogue (classified forum) with Industry soliciting their feedback. Draft requirements will be made available at the conclusion of the first Industry Day. The requirements will be made available to companies that formally provide a request (see attached request form) via e-mail to Dan Potempa and have been properly vetted by Lower Tier Project Office Security for their ability to receive classified information. The classified information will be made available in one of three methods: (1) CLASSIFIED CD/DVD (pick-up via courier), (2) CLASSIFIED CD/DVD (mailed via FedEx) or (3) SIPR (preferred). In order to obtain a CLASSIFIED CD/DVD for hand-carry via an authorized/approved courier to a secure off-site facility, the courier must provide evidence of a valid courier card and supply two official courier bags of their own for transporting the classified information. For receipt of requirements via SIPR (preferred) a valid address must be provided. For companies that desire the requirements be provided via FedEx, a valid address capable of receiving and storing classified information must be provided (see attached request form). Requests for the classified documents shall be sent to US Army Contracting Command, NJ (ACC-NJ), ATTN: Daniel Potempa at the following e-mail address: daniel.l.potempa2.civ@mail.mil. Telephone requests WILL NOT be honored. Requests must reference this Special Notice and include: company name, company (CAGE) code, the preferred method of receipt of the classified information, classified mailing address, valid SIPR address and appropriate point of contact information (see attached request form). In order to expedite receipt of the classified material at the conclusion of Industry Day, requests for the documentation should be made NLT 3 April 2017. After validation by the LTPO Security Office of each interested responder's security accreditation and eligibility to receive the classified documents, a copy of the draft requirements, along with the appropriate security classification guide, will be provided by one of the three methods above, to each validated company present at the conclusion of Industry Day on 11 April 2017. The Government requests that Industry provide any questions/comments, in electronic format, against the classified requirements obtained on 11 April 2017 NLT 1700 CDT 24 April 2017. Unclassified questions will be received via mail or by email (preferred). Mailed unclassified questions should be sent to: PEO Missiles and Space, Attn: SFAE-MSL-LTG/Greg Smith, Bldg. 5250, Martin Rd., Redstone Arsenal, AL 35898. E-mailed unclassified questions should be sent to the following e-mail addresses: gregory.l.smith247.civ@mail.mil & daniel.l.potempa2.civ@mail.mil. All classified questions will be accepted by mail or via SIPR (preferred); please mark it accordingly, and send via proper channels. Classified questions provided via SIPR should be sent to the following address: gregory.l.smith247.civ@mail.smil.mil. Classified questions that are mailed can be sent either via USPS or FedEx. However, FedEx is preferred in order to ensure timely delivery to the LTPO. Classified questions sent via USPS should be sent to PEO Missiles and Space, Attn: SFAE-MSL-LTG, Bldg. 5250, Martin Rd., Redstone Arsenal, AL 35898. The inner wrapping shall be addressed to: ATTN: SFAE-MSL-LTG (Mr. Greg Smith). Classified questions sent via FedEx should be sent to: Lower Tier Project Office (LTPO) Attn: SFAE-MSL-LTG, 106 Wynn Drive, Huntsville, AL 35805. The inner wrapping shall be addressed to: ATTN: SFAE-MSL-LTG (Mr. Greg Smith). The Government will conduct the second Industry Day engagement in Huntsville, AL on 2 and 3 May 2017 to provide answers in a classified-forum to questions, at its discretion, received by the due date provided above. Additionally, break-out sessions will be made available during the second Industry Day to allow time for companies to discuss questions that are potentially of a competition-sensitive nature. The order of the break-out sessions will be determined alphabetically according to company name. As a condition of responding to this Special Notice, it is a requirement that the responder have a Defense Security Service (DSS) approved facility for storing and processing classified information. Additionally, due to the sensitivity/classification of the requirements, the classified information is strictly limited to DoD and US DoD Contractors and is Not Releasable to Foreign Nationals (NOFORN). Any information received as a result of this Special Notice will be assessed on behalf of the LTPO by a team of subject matter experts from the US Army Aviation and Missile Research Development and Engineering Center (AMRDEC), Georgia Tech Research Institute (GTRI), Intuitive Research and Technology Corporation, KBRwyle, The University of Alabama in Huntsville (UAH) and Massachusetts Institute of Technology Lincoln Laboratory (MIT-LL). ** ATTENTION: The LTPO plans to use non-Government support contractors in assessing industry responses resulting from this Special Notice. Thus, if responses include proprietary information, it must be marked accordingly. Each respondent must be willing to sign non-disclosure agreements with these non-Government support contractors so the LTPO can properly protect the proprietary information submitted. The following list of non-Government support contractors will be used during this assessment. To facilitate the non-disclosure agreement process, requests for non-Government support contractor POC information must be e-mailed to Dan Potempa: 1) KBRwyle Inc., 345 Bob Heath Drive, Huntsville, AL 35806 2) Georgia Tech Applied Research Corporation (GTARC) 505 10th St NW Atlanta, GA 30318 3) The University of Alabama in Huntsville, 301 Sparkman Drive, Huntsville, AL 35899 4) Massachusetts Institute of Technology Lincoln Laboratory (MIT-LL), 244 Wood Street Lexington, MA 02421 5) Intuitive Research and Technology Corporation, 5030 Bradford Drive, NW., Huntsville, AL 35805 In accomplishing their duties relating to the review process, the above mentioned firms may require access to Proprietary Information contained in the industry responses. Therefore, pursuant to FAR Part 9.505-4, these firms must execute an agreement with each industry respondent that states that they will (1) protect the respondent's information from unauthorized use or disclosure for as long as it remains proprietary and (2) refrain from using the information for any purpose other than which it was furnished. To expedite the review process, each industry respondent is requested to contact the above companies to effect execution of such an agreement prior to submission of their response(s). Each industry respondent shall submit copies of the agreements with their response(s) or provide a definitive statement that the industry respondent does not consent to the release of the information to the aforementioned firms.
