- Description
- The proposed construction contract consists of two (2) construction projects located at 2 geographically separate locations in Uruguay. The anticipated projects are described below: Project number 1: New construction; located at Camp Vidiella located approximately 20 kms from Montevideo (vicinity S34 Deg. 45' 7.72" W56 Deg. 5'15.7"). This project requires totally new construction of 2 barracks and latrine facilities and possibly classrooms on an open field and connection to existing utilities. The construction contractor is also responsible for conducting a topographical survey and developing and constructing a drainage plan as required. The Government will provide the construction contractor architectural plans which he must site adapt to the existing site in accordance with a general site plan provided by the Government. The contractor is required to conduct a geotechnical investigation and design foundations in accordance with the local soil conditions. It is anticipated that this project will have some minimal incidental design associated with the construction. Project number 2: Repair/Renovation; located at the CI ARM installation in El Cerro. (vicinity S34 Deg 54' 34.9"/W56 Deg. 12' 48.5"). Requires the renovation and repair of existing older buildings which are historically significant. Care must be taken to minimize any changes to the appearance of the buildings as well as using period correct materials in all areas that are visible, both exterior and interior with the exception of the kitchen which is a modern addition. Work includes the repair of the existing roof, replacement of suspended ceiling, replacement/repair of existing windows, repairs of sewer system, removal of mold and interior and exterior painting. Air conditioning repair/installation is anticipated as well as extensive electrical repair and renovation with additional circuits and outlets installed where none currently exist. Some limited demolition of non-loadbearing walls is required. Floor replacement is also required. A complete renewal of the kitchen is required to include the installation of new counters, sinks and tile. This contract requires plumbers, carpenters, electricians, masons, equipment operators, engineers and others skills necessary to construct, renovate and repair buildings. As the work is located on active Uruguay military installations, the construction contractor is required to follow all rules and regulations required for access and work on the military installations including badging and any security requirements required by the Uruguay military. In addition to being registered in SAM and having an active DUNS number the contractors must comply with all US contracting requirements. In addition to US contracting requirements, the contractors must comply with all Uruguay contracting and labor laws to include, but not limited to Articles 7, 53, 54 and 57 of the Constitution of Uruguay, Laws 12.840, 15.996, 12.590, 14.407, 14.411, 15.180, 18.399, 16074, 16.101, 16713, 17,940, 18099, 18251, 18236, 18.345, 18.458, 18516, 18566, 19045,19051, 19611. 19196, Decrees 951/75, 550/89, 414/85, 7/986, 643/988, 651/990, 30/991, 357/995, 125/014, 291/007, 336/006, 9/008, 57/010 as well as collective agreements. The construction contractor must also comply with all applicable Uruguay environmental and seismic regulations. All work must comply with the International Building codes as well as local Uruguay building codes. The work is anticipated to take at least a year to complete and the anticipated value of all work is between $1,000,000.00 and $5,000,000.00 US.
