THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 339950 (size standard of 1000 Employees). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide VA San Diego Parking Garage Signage that at a minimum meets the following Statement of Work attached for the VA San Diego Healthcare System: The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. If you are interested, and are capable of providing the sought out supplies/services, please provide the requested information as well as the information indicated below. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)? (2) Is your company considered small under the NAICS code identified under this RFI? (3) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number. (4) If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, available on your schedule/contract? (5) Please provide general pricing for your information for market research purposes. (8) Please submit your capabilities in regards to the Staten Of Work being provided. *** Submissions addressing Section (8) should show clear, compelling and convincing*** evidence that all required characteristics. Responses must be received no later than Friday, April 14, 2017 at 1:00 p.m. PST. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this request for information. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Scope of Work VA PARKING GARAGE PHASE 1 SIGNAGE VASDHCS San Diego, California 664-17-1-5034-0158 General VA San Diego is seeking a contractor to plan, design, manufacture and install a clear signage program that communicates and informs in a direct and simple manner for a 4 story post tension system parking garage 1. A parking lot sign program that works well is one that has been planned as an integrated whole from the vehicle directional signs, pedestrian directional signs, building, and building entrance identification through parking lot exit signs. During the course of the development of the directional wayfinding sign program for the parking garage, coordination will be conducted with the facility to identify architectural, interior design and communication issues at the facility that can be improved to provide better circulation for patients and staff. The sign program design look will be developed to coordinate with the VA Signage Design Guide-Parking Structures, utilizing a component base sign system. Qualifications for Scope of Work The contractor shall have experience in providing design services specifically for the development of exterior signage for a post tension system parking garage. The contractor s activities and experience requirements are: Primary business is in the field of signage design performing the work of sign programming and design. Project manager assigned to signage planning, wayfinding and programming must have extensive experience with programming of parking garages. Extensive experience refers to having worked on and managed multiple large sized parking garages. Ability to provide sign location plans Through familiarity with the VA s Signage Design Guide Selected contractor will be providing the sign product and installation. Project Scope of Work Contractor will review the existing parking garage and advise the medical center on proper placement and signage requirements. This system will be directed to providing adequate circulation for both vehicles and pedestrians. The design and programming will include a complete sign message schedule identifying each sign, its message and its type. Sign location plans will be prepared showing the placement/location and mounting method of the sign for a post tension construction garage. The contractor will develop the design scheme for the look of the signage in accordance to adjacent project involving the exterior signage. The design will include the various types of signs that will be used throughout the project with images, materials, and finishes, typography and layout, and color. Terminology, names and titles, flexibility of the system, form and scale, and legibility will also be considerations in developing the design scheme. The design documents will identify material finishes, trims, sign construction, installation and other design details. The documents will include elevation drawings of each sign type with applicable size and layout dimensions and any necessary side, top and back views. Examples of the sign types that will be included in the scope of work are: Long beam vehicular directional, vehicular oriented column level marker, wall mounted warning signs of pedestrians, informational panels, identification signs, directional, Elevator and Stair identification vinyl s, and vertical site monumental. Vendor Supplied Items and Responsibilities The Vendor shall furnish all supplies, equipment, facilities and services required to perform the service under this contract. The vendor shall be responsible for any missing parts and components not included in order to carry out the installation. The vendor shall perform all work in accordance with this Scope of Work to include the supplies and all ancillary items necessary to outfit and install per the requirements as stated. Installing vendor shall ensure all staff arrives on site with all necessary tools and equipment required for the installation including dollies, ladders, hand tools and carts to deliver and install the products as required from unloading dock to installation work site. All vendor staff shall come to the job site wearing vendor identification clothing and proper VA badge. Phases of Work Phase 1 PLANNING Project begins with an initial meeting with the contractor, the medical center/ project coordinator, and appropriate VAMCSD staff. It begins by defining and refining the scope of the project in greater detail and reviewing the responsibilities of the contractor. A project schedule will be established which relates to the projects sequence of events and priorities of importance. Phase 2 PROGRAMMING Contractor will survey and review the parking garage and develop a signage plan based on analyzing the public, employees and vehicular circulation and traffic flow patterns around the garage. The plan will be presented to the facility and appropriate staff for review, comment and approval. Phase 3 PRELIMINARY PROGRAMMING AND DESIGN Contractor will revise the signage plan based upon comments received from the facility. After revisions are completed contractor will issue final documentation to VASD. On the basis of information gathered in these activities and on the surrounding exterior signage, the contractor will develop the schematic design scheme for the look of the sign program. With intent of future parking garages design needs to leave room for growth. This will all be based upon a component based sign system as identified in the VA Sign Design Guide, created for the Department of Veterans Affairs. Emphasis will be placed on developing a sign program that provides the facility with a progressive professional look, coordinating with the building s exterior signage. Phase 4 FINAL PROGRAMMING AND DESIGN After the schematic design of the sign program and location plan has been reviewed and approved by the medical center the contractor will proceed to develop the draft of the sign project documents involving the sign type drawings and specifications. A preliminary draft of the specifications and budget will be developed that will define the cost of implementing the program. Phase 5 CONTRACT DOCUMENTS The facility interior designer will return the design development sign types with final comments and revisions. Contractor will prepare the final sign project manual. Phase 6 INSTALLATION Installer will install per the approved plans. All vendor staff shall come to the job site wearing vendor identification clothing and proper VA badge. Delivery, set-up and installation shall be coordinated with VASDHCS Interior Designer. All work shall be completed on the weekends. All federal holidays, excluded. Complete on-site installation shall not exceed a weekend. Evaluation of Proposals Proposals shall be evaluated based on in order of importance Best Value, Price. If all bidders and proposals are found acceptable, best price will determine award.
