28 March 2017: Pre-Solicitation Synopsis and Pre-Solicitation Conference Info NOTE: The title of this Solicitation has been revised to "Production & Delivery of Integrated C5ISR Systems, Networks, and Support Equipment" Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to issue a Request for Proposals (RFP) for the procurement of Integrated C5ISR Systems, Networks, and Support Equipment in support of multiple large acquisition programs on various Navy platforms. This procurement will require the contractor to perform production management support, production engineering support and production execution in order to successfully deliver C5I systems to the Fleet. The production of integrated systems/equipment is highly complex and includes environmentally tested hardware designs, customized electronics, transit cases, multiple software applications, security applications, rack integration, and military standard engineered cable assemblies. A significant portion of the production under this contract will take place in SPAWARSYSCEN Atlantic production facilities in Charleston, SC; however there will also be a requirement for contractors to possess a local production facility capable of fulfilling surge requirements. Examples of engineered systems that will be procured under this action include the following: (1) Multi-Rack Subsurface Communications Systems in support of the Common Submarine Radio Room (CSRR) program on multiple platforms; including Los Angeles, Virginia, Seawolf, and Ohio (SSBN, SSGN) class submarines; (2) Single/Multi-Rack Network systems in support of the Consolidated Afloat Networks and Enterprise Services (CANES) program on multiple subsurface and surface platforms; (3) Multi-Rack Weapons Control Systems in support the Common Electronic Module (CEM) program on multiple platforms; including AEGIS class destroyers, CVN aircraft carriers, and Landing Platform/Dock (LPD) amphibious warfare ships; (4) Single Rack Command/Control Systems in support of the Global Command and Control System Maritime (GCCS-M) program on multiple subsurface and surface platforms; (5) Subsurface Communication Test Beds (a mockup of shipboard communication space; to include shipboard power, cooling, and hull frames) that allow Pre-Installation and Test Checkout (PITCO) to be performed in the production environment prior to delivery to the Fleet; (6) Field Deployable Communication Systems supporting the Special Operations Deployable Node (SDN) program and various other platforms; (7) Single Rack Air Traffic Control (ATC) Visual Information Display System (VIDS) in support of multiple shore based platforms; and (8) Tactical Vehicle Integration Kits in support of Joint Counter RCIED Electronic Warfare (JCREW), Network on the Move (NOTM), Blue Force Situational Awareness (BFSA), and other various programs on the Light Armored Vehicle (LAV), Logistics Vehicle System Replacement (LVSR), Medium Tactical Vehicle Replacement (MTVR), and Mine Resistant Ambush Protected (MRAP) tactical vehicle platforms. The Government anticipates award of a single award, indefinite delivery, indefinite quantity (IDIQ), performance-based contract that will provide for the issuance of cost- plus-fixed-fee, fixed-price-incentive, firm target, and firm-fixed-price delivery/task orders. The proposed contract will include a five-year ordering period, as well as provisions for a two-year award term. The procurement will be conducted under full and open competitive procedures. The applicable NAICS code is 335999 with a size standard of 500 Employees. The Government estimate for this solicitation is approximately $861.1 Million. This procurement is a follow-on to contract N65236-13-D-2800 with Science Applications International Corporation (SAIC). The estimated release date for the formal RFP is May 12, 2017. The Government is planning to hold a Pre-Solicitation Conference and Site Visit on April 21, 2017 at the SPAWARSYSCEN Atlantic Building 3112, Conference Center on Joint Base Charleston. Further details regarding conference registration will be posted to the SPAWAR e- commerce webpage by April 7th. A draft copy of the Performance Work Statement (PWS) was posted on the SPAWARSYSCEN Atlantic e-commerce website in June 2016. An updated PWS and additional draft RFP documents will be posted prior to the Pre-Solicitation Conference. DRAFT DOCUMENTS ARE ISSUED FOR INFORMATIONAL PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS THE FORMAL RFP. DRAFT DOCUMENTS ARE SUBJECT TO, AND MAY BE REVISED BEFORE THE ISSUANCE OF THE FORMAL RFP. The material necessary to produce the required systems varies greatly project to project, but generally includes electronics, metal brackets, cable components, transit cases, racks, packaging materials, and miscellaneous consumables. Labor requirements will include production management support, production engineering support and production execution. The Government estimate for this effort is >$500M over a seven year period (five-year ordering period with provisions for a two-year award term). The applicable NAICS code for this effort will be 335999, with a size standard of 500 employees. The Product Service Code (PSC) will be 5999. A draft PWS has been posted to the e-Commerce website.
