General Information: The Federal Aviation Administration (FAA) is conducting a Market Survey/Request for Information for The Federal Aviation Administration (FAA), Civil Aerospace Medical Institute (CAMI), Human Factors Division, Flight Deck (AAM-520) for review and comment to identify interested and capable 8(a) sources and/or any other source that can support the Government ™s intention to establish a Technically Advanced General Aviation Research Simulator (TGARS) in attached Draft Statement of Objectives (SOO) on/or before Spring 2018. The FAA intends to review all responses to this market survey to establish the acquisition strategy in terms of contract type and contract vehicles currently in place with interested sources capable to fulfill all the requirements of the Contract and SOO that will support this effort. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/Request for Information. Therefore, any costs associated with Market Survey/Request for Information submissions will be solely at the interested party ™s expense. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal. The FAA is not seeking or accepting proposals at this time but will issue a formal SIR/RFP once market analysis is complete, estimated installation (i.e. in service date on/before Spring 2018). Background and Scope of Work/: The Aerospace Human Factors Research Laboratory (AHFRL) of the Civil Aerospace Medical Institute (CAMI) is replacing an older single engine reciprocating (piston) engine research simulator with a new high-fidelity simulator for the purpose of continuing advanced general aviation research in established areas and expanding into others of technically advanced cockpit designs that could not be properly supported with our existing simulator, but could be supported by a higher-fidelity device. This specification is intended to describe, in detail, the characteristics needed in the device to support the lines of research anticipated in future-year requirements. Since the objective of the Technically Advanced General Aviation Research Simulator (TAGARS) is to prioritize the around the system displays and controls systems, the cockpit shell design can be generic to the single engine class aircraft. While the engine and flight performance of the simulator must be matched to a specific aircraft so as to verify aerodynamics model, the cockpit panel will be designed to fit displays that can be reconfigured to displays of future cockpits. It is expected that this device will be manufactured from readily available commercial materials and components to the extent possible, and manufactured to best commercial practices. The contractor will demonstrate experience in the engineering, design, and development of real-time simulation systems, demonstrate experience in graphics modeling of instrument display systems and complex visual environments, demonstrate ability to provide data collection and data analysis systems, and will demonstrate reliability records on similar systems already in service. Response to this Market Survey: Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA. Responses to this market survey will be used for informational purposes only. All responses (one response per company) are to be provided on company letterhead. No type font less than 12-point may be used. Responses must be received by 12:00 P.M, Central Time on April 15, 2017. Market survey responses received after the time and date specified will be determined to be late and may not be considered. Capability Statement: The FAA seeks the following information with the interested parties ™: 1. Contractor Size, NAICS Codes and Capability Statement with a detailed narrative that fully outlines and describes solutions can meet the governments need for it TAGARS system. 2. Provide information which fully supports its capabilities. Included should be a listing of at least 3 similar installations within the continental United States. 3. Potential Partnership Agreements 4. Current Contracts (I.E. GSA Schedules; eFAST MOA; Blanket Purchase Agreements (BPA) etc. currently in place or that will be place within the next 60 days). Respondents must be active in the System for Award Management (SAM) (www.sam.gov). Attached is a draft of the Statement of Objectives (SOO).
