- THIS IS A SOURCES SOUGHT NOTICE ONLY: This is a sources sought notice to aid in the identification of potential vendors to provide the Department of Veterans Affairs, Veterans Benefits Administration, Administrative and Loan Accounting Center (ALAC), with a training course on the Fundamentals of Federal Accounting (or similar). This announcement is seeking information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS. The Department of Veterans Affairs, Veterans Benefits Administration, is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support the stated requirement. General Description: The Veterans Benefits Administration (VBA) is in need of training for twenty (20) newly hired accountants in the Administrative and Loan Accounting Center (ALAC). The Department of Veterans Affairs is required to provide them with up to date training and guidance specifically in regards to Federal Accounting Policies and Procedures. For professional series such as the 510 Accountants series, it is mandated to provide the accountants with development opportunities, the goal of which is to enhance and equip them to provide outstanding financial services. This developmental training assists VA in achieving mission critical goals and objectives. Scope of Work The Department of Veterans Affairs, Veterans Benefits Administration (VBA), Administrative and Loan Accounting Center (ALAC) seeks an instructor(s) for the following course: The Fundamentals of Federal Accounting, or Introduction to Federal Accounting, or something similar. Course Learning Objectives Learning objectives must be equal to or similar to the below stated. Upon completion of the course students should be able to: Locate appropriate sources of guidance relating to federal accounting Define the budgetary and proprietary accounting equations and their components Associate basic accounting transactions with the appropriate United States Standard General Ledger (USSGL) accounts Record budgetary and proprietary transactions for all phases of the accounting and budget cycles Record basic adjusting and closing entries Identify the principal financial statements for the federal government and their main components Define assets, liabilities, equity, revenue, expenses, gains, and losses Explain fundamental accounting concepts and principles Distinguish between budgetary and proprietary accounting Track the life cycle of appropriated funds Identify the five steps in the accounting cycle Define and explain the uses of the U.S. Standard General Ledger (USSGL) Record current-year transactions using U.S. Standard General Ledger (USSGL) accounts Course Requirements Requirement 1: The course information must be presented in a minimum of two days, offering 16 CPE. Requirement 2: The course will need to help participants understand how to generate accurate financial statements using the formats determined by OMB guidance. Requirement 3: The training course should provide the ability in-depth knowledge based governmental accounting practices and procedures relevant to the laws and regulations, including the Statements of Federal Financial Accounting Standards (SFFAS) and OMB Circular A-136. Requirement 4: This course needs to provide an introduction and overview of accounting terms, principles, concepts, and standards. Requirement 5: The training course should focus on basic accounting practices in the federal government, including an introduction to the U.S. Government Standard General Ledger. Applicable Directives Statements of Federal Financial Accounting Standards (SFFAS) and OMB Circular A-136. U.S. Government Standard General Ledger Place of Performance All instruction shall be provided on-site instruction at the Administrative and Loan Accounting Center (ALAC), located at 1615 Woodward St., Austin, TX 78741-7830. Training space to be provided by ALAC. Deliverables The Contractor shall provide sufficient classroom materials for each student. Materials must facilitate adequate learning and allow students to fully participate in the course. The Contractor shall provide student material that at a minimum include text materials, exercised, student assessment tools, evaluation form, and a Training Certificate reflecting credit hours and continuous professional education hours (CLE s) for each student who successfully completed the session. Personnel Certain skilled, experienced professional and/or technical personnel are essential for accomplishing the work to be performed. The instructor shall have an extensive background in training and/or work related background knowledge in specific Federal Financial Accounting/Appropriated policy and procedures; (SME) over 20 years + CGFM, and CPA. Period of Performance As soon as possible after award (Anticipated award date May 1, 2017) Applicable North American Industrial Classification System (NAICS) code for this procurement is 611430 (Professional and Management Development Training), with a Small business size standard of $11M. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) Company name, address, DUNS Number, and point of contact with phone number, and e-mail address; (2) Type of business (i.e. Large Business, Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business (SB), etc.) under NAICS 611430, which contains a size standard of $11M; (3) Detailed information showing the specifics of the tentative proposed course anticipated to meet the requirements of the VBA. At a minimum provide course title, objectives, curriculum, and length. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. (4) GSA Contract Number (if applicable) (5) A positive statement of your firm s intent to submit a proposal in response to a solicitation for this project; The response date to this Sources Sought notice is April 4, 2017, at 1:00 PM EST. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SDVOSB, VOSB, OR SMALL BUSINESSES, OR PROCURED THROUGH FULL AND OPEN COMPETITION NOTE: Potential firms must be registered in SAM (www.sam.gov) in order to be considered.
