Description
FY17 Bahrain Playground Services Contract (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W912GB-17-T-0004. The solicitation is issued as a Request for Proposal (RFP). (iii) The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://www.arnet.gov/far/. (iv) The associated North American Industries Classification System (NAICS) code for this acquisition is 561210. Small Business Set-aside requirements are not applicable OCONUS. (v) A list of contract line item number(s) and items, quantities and units of measure, (including options) is provided in the Price Schedule attachment. Detailed specifications/requirements are provided within the CLIN schedule and SOW. (vi) The period of performance is a period of one year with two option periods of one year each for a potential total of three years. Award will be made to the responsible offeror who provides the lowest price, technically acceptable proposal. (vii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (viii) The provision at 52.212-2, Evaluation - Commercial Items, applies to this acquisition. (viii) Proposers shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications - Commercial Items, applies to this solicitation. The contractor must return a completed copy of this provision with its proposal or certify that it has current representations and certifications at the www.sam.gov website. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (ix) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (x) The clause at 52.212-5 (Dev), Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition (xi) W912GB-17-T-0004 contains no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. (xii) Defense Priorities and Allocations System (DPAS) and assigned ratings do not apply to this acquisition. (xiii) Proposals are due on Friday, April 14, 2017 by 02:00 PM Central Europe Summer Time (CEST). Proposals must be submitted via email according to the Instructions to Offerors section of the Solicitation.
