Description
The Veterans Affairs Medical Center located in Washington, DC intends to renovate its existing Community Living Center to improve the existing conditions and construct eleven new individual bedrooms to the facility. The project is located on the Second Floor of Areas H, J and K of Building 6 of the Veteran s Affairs Medical Center in Washington DC (VAMCDC). The work includes the construction of approximately 9,100 SF of new addition and approximately 52,000 SF of interior renovation of existing flooring, ceiling, wall finishes and related Mechanical, Electrical and Plumbing work, necessary for a complete renovation according to Contract Documents (Construction Documents and Specifications) dated 10/06/2015. The Physical Access Control System shall be an extension of the existing Johnson Controls system. This system is under service contract with Johnson. Direct Digital Control for the HVAC System and the Fire Detection and Alarm System shall be an extension of the existing SIEMENS system and is under service contract with SIEMENS Industries. The existing warranty and service contract in-place for the above described systems, shall be maintained and not voided by work performed under this project. Contractor will provide a proposal to include all the necessary materials, labor and equipment to complete all required construction work within all documented spaces and must provide deduct alternative quotes in accordance with contract documents. Construction phasing is required based on direction given in Contract Documents. Final phasing approval must be provided by the Contracting Officer. The Medical center will be operational during construction work and the Contractor shall provide a Safety/Infection Control Plan in the Final Proposal for approval. Construction work may be performed, if required, during non-clinical hours to include evening and weekends to minimize impact to patients. Asbestos abatement is a requirement of this contract and is the responsibility of the contractor per Contract Documents. It is the responsibility of the Contractor to conduct site visits, verify existing conditions, quantities of materials, installation instructions of materials to be used, and discrepancies or conflicting requirements in the Statement of Work and/or Contract Documents before preparing the Final Bid Proposal. Contract Documents (Construction Drawings and Specifications) take precedence and will govern over other distributed documents if any conflicts arise. Notify Contracting Officer immediately for such discrepancies and/or conflicts. The Construction Progress Schedule/CPM schedule, Submittal Schedule (associated with Product Data, Shop Drawings and Samples), Cost Progress Schedule, Life Safety Plan, QC Plan, ICRA, Preconstruction Checklist and approved Badging shall be submitted for evaluation/approval prior the receipt of Notice to Proceed. The starting date of the schedule shall be the date the contractor receives a "Notice to Proceed". The ending date shall be the original contract completion date. At a minimum, both dates shall be indicated on this schedule. The Construction Progress Schedule/ CPM schedule must include vendor lead times and all schedules to be updated when changes occur. The Contractor shall also provide a Cost Progress Schedule that indicates the anticipated installation of work versus the elapsed contract time, for the approval of the contracting officer. The actual percent of completion will be based on the value of installed work divided by the current contract amount. The actual completion percentage will be indicated on the monthly progress report. The purpose of this notice is to determine if there are qualified VOSBs that have the experience within a hospital environment for this type of work and if such firms are interested in this procurement. The magnitude of construction is between $5,000,000 to $10,000,000. The NAICS code is 236220 and the small business size standard is $36.5 Million. Interested firms should indicate their interest to the Contracting Officer not later than noon on 3/14/2016 via email to robert.perry2@va.gov The following information is required in response to this notice: (1) A positive statement of your intention to submit a proposal in response to a solicitation for this project; (2) Two (2) comparable projects of similar size and scope within the past five (5) years for construction of a parking garage structure; (3) Prime shall provide proof of bonding capacity for a project of this magnitude; (4) Prime shall provide proof of insurance for a construction project of this magnitude; (5) Proof of cost control successes on prior projects; (6) Firms shall provide proof of valid Joint Venture or Teaming Arrangements, if applicable; (7) SDVOSB or VOSB firms shall be verified by the Center for Veteran Enterprises (CVE), if applicable; and (8) Firms shall hold active SAM registration All information must be submitted in sufficient detail for a decision to be made on the availability of interested firms. Failure to submit all information requested above will result in a contractor not being considered as an interested concern. If adequate interest is not received by noon on 4/04/2017, this action will not be set-aside for VOSBs. Interested firms must reply via e-mail to robert.perry2@va.gov. Firms must be registered in the System for Award Management (SAM). Visit www.sam.gov to register in this database. VOSB firms must be verified by the Center for Veteran Enterprises (CVE).
