- Participant Registry Slide Presentation The U.S. Army Corps of Engineers (USACE), Nashville District, conducted an Industry Conference on 24 March 2017 to seek feedback from potential contractors on the lock chamber replacement project for Chickamauga Lock on the Tennessee River at Chattanooga, TN. USACE to presented Draft 95% Plans and Specifications and a Concept of Construction for industry review. USACE seeks feedback from a contractor perspective towards clarity and constructability of the current plan for base and option line items, which is based on the anticipated funding stream for the overall project. USACE also seeks input on the work sequence of the base and options to ensure efficient project completion. The Draft 95% Plans and Specifications were uploaded to this site for review on 17 March 2017. THIS IS NOT A SOLICITATION AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. This is a Special Notice and is for planning purposes only as defined by FAR 15.201. This is not a solicitation announcement, nor is it an Invitation for Bid (IFB), Request for Proposal (RFP), or Request for Quote (RFQ). No solicitation is currently published. Participation in this conference by any party does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. The Government is not responsible for any costs associated with: reviewing the Draft Documents, preparing and submitting comments, or any other efforts towards participation in this conference. Furthermore, the Government is not obligated to compensate respondents for any information received, even if the Draft Documents are revised as a result of a respondent's comment or question. Respondents should refrain from providing proprietary information in the course of the conference, since any information acquired by the Government in this forum will not be treated as proprietary. The information gathered will be used by the Government to make appropriate acquisition decisions. Replies to responses, comments, or suggestions will not be provided or published. The scope of the project consists of construction activities for a replacement navigation lock chamber at the Chickamauga Lock and Dam. The project area is located on the Tennessee River at river mile 471.0 near Chattanooga, TN. The new 110' x 600' lock is to be constructed riverward of the existing lock and adjacent to the downstream face of the dam. The contract (W912P5-16-C-0007) to excavate the site of the lock chamber was awarded in September 2016 and is in progress. The major components of the lock chamber replacement contract includes the new landward and riverward concrete lock walls; installation of previously fabricated miter gates, culvert valves, and bulkheads; and other ancillary items. To accomplish these major features, the scope will include the following items: set-up of on-site concrete batch plant and concrete delivery system, maintenance and operation of concrete batch plant and concrete delivery components; tremie concrete placements; mass concrete placements; structural concrete placements; dewatering of coffered areas; installation of reinforced concrete drilled shafts, installation of embedded metals, fabrication of structural steel components; installation of Government-furnished pre-fabricated lock components, environmental controls related to in-river construction operations, structural instrumentation, electrical power and control systems, mechanical systems; Lock Operation Building construction, marine based exploratory drilling for future approach wall construction, and new lock testing/commissioning. The estimated performance period for this contract is between four and five years. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 237990, Other Heavy and Civil Engineering Construction. Small Business size is $36.5M.
