Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is PR0010992697 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 339113 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-03-31 14:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Eastover, SC 29044 The National Guard - South Carolina requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: Firefighter Personal Protection Equipment Refer to specification sheet for list of items. Quantities show on specification sheet must be multiplied by 2! This is a time sensitive procurement. **Potential Offerors must read read Buy Terms carefully to ensure Offeror can satisfy Government's requirements before submitting offer**, 2, sets; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - South Carolina intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - South Carolina is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. It is unacceptable to place bad faith bids, to use decoys in the www.FedBid.com process or to collude with the intent or effect of hampering the competitive www.FedBid.com process. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. In order to provide an offer, Offerors must meet the Governments delivery date of 31 May 2017 which includes includes vendor coming to the unit and sizing two (2) individuals for the fire fighting suites, time to manufacture the suites and delivery of all items. PAYMENT WILL NOT BE RENDERED UNLESS ALL ITEMS HAVE BEEN DELIVERED. Vendor must be willing to size individual on a date to be chosen by the unit which may include a weekend. Basis for Award: The Government will employ a śLowest Price Technically Acceptable ť analysis of cost or price and non-cost factors in evaluating the proposals submitted. Evaluation of technical factors shall be on an acceptable/unacceptable basis. All factors are required to achieve an acceptable rating to be considered technically acceptable. Factors that shall be used to evaluate offers are as follows: 1)Past performance: Contractor shall have a minimum of 2 years in providing firefighting protection equipment of various types to local and federal governmental agencies. The Government may use Contractor Performance Assessment Reporting System (CPARS), information in the offeror ™s quote, and information obtained from other sources. Past Performance will be rated as Satisfactory or Unsatisfactory, if no Past Performance information is found, offeror will be rated as Neutral. 2)Quality of Service: Contractor shall provide equipment that meets 1971 NFPA standards. Quality of Service will be rated as Satisfactory or Unsatisfactory. 3)Technical Capability: Sub-factor 1: Ability to meet 31 May 2017 delivery date for all equipment. Sub-factor 2: Ability to size individuals for custom ordered clothing (COC). Sub-factor 3: Ability to provide all items with no backorders or shortages. Technical Capability will be rated as pass or fail. Prospective vendors must bid all items listed; partial bids will not be accepted. Only the MSA SCBA and Pelican items are exact match items. All other items listed are Brand Name or Equal. 1.1.1.Where applicable, items must meet or exceed current standards as outlined by NFPA, OSHA, UL, and American Society for Testing and Materials (ASTM). The following statements are the minimum acceptable requirement, characteristics determined to be of higher quality are acceptable. 1.1.2.The quality of workmanship imparted to the fire gear shall equal or exceed that typically provided to domestically produced commercial products of this type. The fire gear shall have been manufactured with skill and care; shall be uniform, neat and clean; and shall be free from irregularities and anomalies that degrade form, fit, function, performance or appearance. 1.1.3.The fire gear shall be disposable under U.S., foreign and international environmental quality inspection laws and regulations. The design, production, operation, maintenance and disposal of the set shall eliminate, or minimize to the greatest extent possible, adverse environmental quality impacts. 1.1.4.Where applicable the contractor will provide digital and written statements of conformance for each piece of equipment certified by the manufacturer stating that each component meets NFPA, OSHA, UL and or ASTM standards. Travel cost to size individuals will be include in the overall cost of the items. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. South Carolina National Guard ™s normal business hours for delivery of supplies and/or services is 7:30 AM to 4:00 PM (EST), Monday “ Friday excluding holidays, weekends and down Mondays (every other Monday, we are manned at minimal manning). Lunch hour is from 1130 “ 1230. It is highly recommended that vendors call at least one day prior to arrange delivery times or to schedule a service.
