- THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. The submission of this information is for planning purposes to determine the availability of potential and eligible contractors for a single award to repair 2 Aircraft Shelters (containing 50 bays) located at Kadena Air Base. NOTICE: This Sources Sought Synopsis/Request for Information (RFI) is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this Sources Sought/RFI. The Sources Sought/RFI is to determine potential sources, for information, and for planning purposes only. Only non-classified information shall be provided in your response. The United States Air Force (USAF) will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought/RFI. The purpose of this Sources Sought/RFI is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive. A solicitation is expected to be released on or about 30 May 2017. Any future solicitation, including specifications and/or drawings, will be made available only on the Federal Business Opportunities website ( https://www.fbo.gov/ ). Interested Parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates and/or amendments. WORK SUMMARY: This project shall provide all plant, labor and material to repair 2 Aircraft Shelters (50 bays), Kadena Air Base, Okinawa, Japan. The work to include, but not limited to: Repair of all damaged and deteriorating concrete reinforcement and surfaces. Repair cracks, spalls, holes, surface irregularities for smooth surface throughout. Removal of existing waterproofing including expansion joint cover and provision of fluid applied roof coating and expansion joint cover. Provide concrete protective sealer/coating to columns, girders, fascia, concrete fire wall and ceiling. Replace existing expansion joint sealants, reveals and fillers with new. Replace existing roof drain system including strainer, downspout, and straps with new. Replace metal lids of concrete tool vault with new lockable lightweight metal lids. Remove existing curb between bays and provide new concrete curb. Replace existing building number sign plate with new. Remove existing lighting system and provide new LED type high bay lighting fixtures, wall mounted and roof mounted flood lights including lighting contactors, switches, vacancy sensors, photocell switches, wires, conduits, fittings, boxes brackets and support. Remove existing and provide new power outlets with integral circuit breakers, power outlets with integral switches and receptacles including dry type transformers and wires, conduits, fittings boxes and supports. Remove existing and provide new panelboards including all feeders, wires, conduits, fittings, boxes, and supports. Remove exposed metal parts of all static grounds and repair affected concrete slab. Provide static ground points each with ground rod and interconnected by ground wire. Remove existing lightning air terminals and wires on the roof including down conductors. Provide new lightning protection system complete with air terminal on the roof, down conductors and ground ring around the building. Under FAR 52.236-1, the contractor shall perform on the site, and with its own organization, work equivalent to 25 percent of the total amount of work to be performed under this contract. In Accordance With Defense Federal Acquisition Regulation Supplement (DFARS) 236.204, the estimated magnitude of this project is between $10,000,000 and $25,000,000. The primary North American Industry Classification System (NAICS) Code for work performed will be NAICS Code No. 236210. The projected performance period for this project is 1041 calendar days. NOTE: This project will be performed in its entirety in the country of Japan. The successful offeror must be licensed and registered to perform work in the country of Japan. CAPABILITY STATEMENT: The following requests are designed to assist 18th Contracting Squadron, Kadena Air Base, Okinawa, Japan in tailoring requirements to be consistent with industry capabilities. Please provide your responses to the following. Please limit your submission to no more than 5 pages. 1) Company's Information [point of contact, name, address, phone number, email, and Commercial and Government Entity (CAGE) Code, Data Universal Numbering System (DUNS), and any Joint Ventures or Partnering agreements in place], and 2) Offeror's capability to perform work under a contract of this magnitude and comparable work performed within the past 3 years - Describe your self-performed effort, brief description of the project, customer name, period of performance, customer satisfaction, and dollar value of the project - provide 3 examples - Do not exceed 2 pages, and 3) Offeror's Bonding capability on individual projects. The capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing or developed expertise and experience in relation to the area specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement.
