Description
Incorporate revised Section J Attachment 4 Seed project (dated 29 Mar 17). Add Attachment 12 Q & A. Provides answers to contractor submitted questions (Numbers 1-6). SF 30 Amendment 0001 to Solicitation FA5000-17-R-0007. Missing document from the Amendment 1 to this FBO posting. This removes the Teaming Consent form as attachment 9 from this solicitation. This form is not required for this solicitation. Replaced Attachment 1 Wage determination 1A (AK170001 02/17/2017 AK1 Building and Heavy) with new Wage determination 1A (AK170001 03/17/2017 AK1 Building and Heavy). THIS A SOLICITATION NOTICE: THIS IS A REQUEST FOR PROPOSAL Project: Multiple Award Construction Contract (MACC) Solicitation Number: FA5000-17-R-0007 This requirement is an Indefinite Delivery/Indefinite Quantity (IDIQ) Design/Build Multiple Award Construction Contract (MACC) for facilities in the Alaska. The MACC is a program for execution of a broad range of repair and construction in Alaska. Contractors will be expected to accomplish a wide variety of individual construction tasks, including design/build, renovation, additions/upgrades, along with specific work in electrical, mechanical and other major trades. Description of the work will be identified in each individual task order. The maximum program value (combined value of all task orders from all awarded contracts) may not exceed $99M over a five-year period. Each contract awarded will be for a single 5-year ordering period. The government anticipates an award of up to 7 contractors under the MACC. The typical task order scope is between $100K-$1.5M. This requirement is restricted as a 100% Alaska District 8(a) BD Set-aside pursuant to FAR 19.1305. SBA Requirement Number 1084/17/700712. It has been determined that all 8(a) firms with a bona fide place of business in the Alaska District are deemed eligible to submit offers. In addition, it has been determined that competition will not be restricted by stage (transitional or developmental) of a firm's 8(a) program participation. The estimated contract value is between $2,000.00 minimum and Not-to-Exceed $99,000,000.00 for the life of the contract. The minimum task order will be $2,000 and maximum $5,000,000.00. The contract minimum guarantee amount will be $500. The NAICS Code is 236220. The size standard is $36,500,000.00. Joint Ventures are allowable on competitive 8(a) set-asides. SBA must receive the joint venture agreement and all supporting documentation no less than twenty (20) working days prior to the scheduled date for contract award. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) in writing as soon as possible. The joint venture must be approved by SBA prior to contract award. In accordance with FAR 4.1102 and DFARS 252.204-7004, contractor must be registered in the System for Award Management (SAM) prior to award of a contract. Registration may be accomplished at http://www.sam.gov. NOTES: (1) There is no fee for this solicitation. (2) A registration page is attached to the website. You are not required to register. However, when you register you will receive notice of any amendments and/or addendums that may be issued to the solicitation. It will be your responsibility to check the website for any changes to the solicitation if you do not register. (3) Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with such contractors. Proposals prepared by Debarred, Suspended, or otherwise ineligible contractors are at the risk of expense of the contractor. The Government reserves the right to cancel this notice either before or after the closing date.
