Description
Pre-Solicitation Site Visit Scrap Metal The Department of Veterans Affairs, Network Contracting Office 17 (NCO 17), intends to release a solicitation for the sale of scrap metal located within the North Texas Veterans Health Care System. Date: Wednesday April 5, 2017 Time: 1:00pm CST Description: Sale of Scrap Metal Location: 4500 S Lancaster Rd, Dallas, TX 75216 Safety Office, Building TT-49, on the North side of campus (on Ann Arbor) RSVP: 4:00 p.m. CST, Monday, April 3, 2017 The Government intends to sell scrap metal to generate revenue for the GEMS program. This is not a solicitation and does not obligate the Government to release a future solicitation. The Government will not reimburse any contractor or interested party for costs incurred to attend the site visit. The purpose of the site visit is to allow contractors an opportunity to see the materials currently available on site that will be included in a prospective solicitation, should one be issued. This site visit will assist the Government in determining the most appropriate contracting method and ensure the prospective solicitation includes reasonable terms and conditions that align with commercial industry best practices. Prospective offerors and/or their representatives are encouraged to attend. Picture-taking, if allowed, shall be limited to the site visit only and material items directly related to this requirement. Attendance constitutes agreement to release the Government of liabilities due to any accidents or injury occurring during the site visit. Questions and responses will be shared by all attendees, and any discussion, remarks and explanations will be used in formalizing the final solicitation. All questions must be sent to the Contracting Officer at yomika.brock@va.gov no later than 4:00pm, CST, Wednesday, April 12, 2017. Responses to all questions will be provided to all attendees no later than 4:00pm, CST, April 28, 2017. Scope: The business size classifications relative to NAICS and Small Business Size Standards are as follows: 562111 Recyclable Material Collection $38.5 Million 562119 Other Waste Collection $38.5 Million 562920 Material Recovery Facilities $20.5 Million 562998 All Other Miscellaneous Waste Management Services $7.5 Million The Contractor, or Purchaser, shall provide all management, supervision, labor, equipment, transportation, fuel, and materials necessary to collect nonprecious scrap metal on an as-needed basis. This is a revenue-generating contract for the Government which means the Government will not make any payment for services under any resultant contract or agreement. This pre-solicitation site visit is for interested parties who wish to purchase recyclable nonprecious scrap metal (which may include, but is not limited to used copper pipe with soldered joints, other scrap items of iron, lead, aluminum, and tin to be outlined in the prospective solicitation) generated from Government-owned and operated buildings at the North Texas Veterans Health Care System located in Dallas, TX. The resultant vehicle would be a contract or agreement by which the Contractor compensates the Department of Veterans Affairs for recyclable materials collected and carried off site by the contractor. The intended contract period will be for one-year base plus four one-year option periods. The items available for sale and the anticipated performance period are subject to change prior to release of a prospective solicitation. In the event of any inconsistency between items listed within this Notice, items available on the date of the site visit, and items listed in the prospective solicitation, the prospective solicitation shall take precedence. Responses to this notice do not constitute an offer and cannot be accepted by the Government to form a binding contract. Offers will only be accepted in response to a solicitation, should one be issued in the future.
