- GSA Public Buildings Service U.S. GOVERNMENT Expression of Interest Project # 6WA0518 General Services Administration (GSA) seeks to lease the following space in one of the delineated areas listed below. State: Washington City: Bellingham Expanded Delineated Area: North – E. Sunset Dr. /Sunset Dr. (542) at Woburn St. to Summer St. to Broadway at Eldridge Ave. West – Eldridge Ave. at Broadway to Squalicum Way, continuing west into Bellingham Bay. East – Woburn St. at E. Sunset Dr. (542) to Yew St. to S. Samish Way. South – Samish Way at Yew St to Wilkin St. through the “Stair Step Streets” to Connelly Ave to Old Fairhaven Pkwy to 12 th St to Harris Ave, continuing in a straight line into Bellingham Bay. Bellingham CBA: See Attached Map Space Type: Office Minimum Sq. Ft. (ABOA): 2,414 Maximum Sq. Ft. (ABOA): 2,943 Parking Spaces: 2 Full Term: Up to 20 Years Firm Term: Up to 10 Years Additional Building Requirements: 1. Above ground floor or above street level 2. Cannot to be located on same floor with other DHS agencies 3. 24 hr building security system 4. 24 hr unrestricted access to office and parking 5. Loading dock and service elevator w/key override 6. Personnel access to loading dock and service elevator 7. Non-public pedestrian entrance 8. Building may not contain the following groups or organizations: a. Public defenders b. Probation or parole agencies c. Public aid or government services offices (i.e. motor vehicle agency, social services, social security, immigration applicant services center, etc.) that allow for unscheduled appointments and offer public waiting areas d. Medical facilities e. News media to include print, radio, or television f. Foreign national governments or companies Per Executive Order 12072, first consideration will be given to space located within the Central Business Area (CBA) of Bellingham. If the Lease Contracting Officer determines that there is not adequate competition within the CBA of Bellingham, spaces in the expanded delineated area attached will be considered. Any interested offeror in the CBA or the expanded delineated area should submit an Expression of Interest. Action : Choose whether or not a fully serviced lease is required. Also choose 100 year floodplain unless requirement is identified by agency as a critical action. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. The U.S. Government currently occupies office and related space in a building under lease in Bellingham, WA, that will be expiring on March 31, 2019. The Government is considering alternative space if economically advantageous. In making this determination, the Government, will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. Expression of Interest must include the following information: · Building name and address and location of the available space within the building; · Rentable square feet available and expected rental rate per rentable square foot, fully serviced; · ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any); · Date of space availability; · Building ownership information; · Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking, (if any); · Energy efficiency and renewable energy features existing within the building; · List of building services provided; · The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement. Action : For FBO postings, delete “offers due;” for procurement summary, keep “offers due” and delete “(estimated)” from dates.
