Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). This requirement is for an 11-day military tactics course of instruction for the Advanced HMMVEE Driving Course specializing in both small arms and crew serve weapons proficiency, convoy operations, tactical driving, HMMWV day/night on-road/off-road proficiency, and convoy security element (CSE) operations is support of PHIBCB TWO Defense Unit antiterrorism/force protection operations. The instruction is for a total of 18 both Defensive Unit (DU) Reserve Component (RC) personnel (active duty and reserve). The course will start on 01 May 2017 a go through 11 May 2017. The vendor shall provide training ranges, instructors, and medical support to provide training to 18. The contractor shall be required to work closely with designated PHIBCB TWO Training Department members in the scheduling of training ranges and instruction defined herein. The RFQ number is N0018917Q0034. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-94 and DFARS Publication Notice 20161222. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 611699 and the Small Business Standard is $11 million. This procurement will be done on an Unrestricted basis. NOTE: A detailed Statement of Work is attached. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or a submit quote. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Amphibious Construction Battalion TWO (PHIBCB TWO) requests responses from qualified sources capable of the below tasks IAW the attached Performance Work Statement. CLIN 0001: Provide Advanced Small Arms Refresher Instruction classroom-practical exercise “ 2 days each CLIN 0002: Provide Crew Serve Weapons Instruction classroom-practical exercise “ 2 days each CLIN 0003: Conduct Tactical Driving/Convoy Operations “classroom and practical exercise “ 3 days each CLIN 0004: Conduct HMMWV on track convoy and off-road operations-classroom and practical exercise - 1 day CLIN 0005: Provide Vehicle Bail-out, Urban Movement and Space Clearance Refresher classroom-practical exercise “ 2 days each. CLIN 0006: Full mission profile Final Training Exercise (FTX) - 1 day each The offeror is required to complete the attached pricing spreadsheet. Additional rows can be added for greater itemized pricing data, such as classroom and range pricing. A grand total for the 11 days training is required. In order to support a Fair and Reasonable pricing determination, please provide the following: 1. Commercial Catalog or Published Price List (if available); 2. Copies of past invoices for same type of services; and 3.
