SOURCES SOUGHT ANNOUNCEMENT The Defense Information Systems Agency (DISA) is seeking sources that can provide Systems Engineering and Program Support for its Department of Defense (DoD) Acquisition Category (ACAT) 1 Major Automated Information System (MAIS) Satellite Communications (SATCOM) Program DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACTING OFFICE ADDRESS: DISA DITCO-NCR-PL61 P.O. Box 549 Fort Meade, MD 20755 INTRODUCTION: This is a sources sought notice to determine the availability and technical capability of small businesses, (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) which are capable of providing systems engineering and programmatic support to the DoD Teleport system. THIS SOURCES SOUGHT NOTICE IS RESTRICTED TO SMALL BUSINESSES ONLY. Systems Engineering and Program Support includes the effective development and delivery of programmatic and systems engineering capabilities through the implementation of a balanced approach with respect to cost, schedule, performance, and risk. Additional detail regarding these capabilities can be found in the "Required Capabilities" section of this notice and the attached draft Performance Work Statement (PWS). PROGRAM BACKGROUND: The DoD Teleport System provides tactical users access to the Defense Information Switched Network (DISN) services in a seamless, interoperable, and economical manner anywhere in the world between latitudes 65 degrees North and South. The DoD Teleport System has been fielded in a series of generations with Generation One and Two being completed in 2010. Generation I Fiscal Year [(FY) 02-08] fielded capabilities for X-band Satellite Communications (SATCOM), Ultra High Frequency (UHF), Extremely High Frequency (EHF) and Commercial (i.e. C and Ku) frequency bands. Generation II (FY06-10) fielded Ka-bands and Intranet Protocol (IP) capability. Generations I and II are in the Operation and Sustainment Phase of the program life cycle and require constant technical refresh/technical insertion to keep up with evolving technology. Teleport Generation 3, currently being fielded, provides for three satellite gateway enhancements funded by Office of the Secretary of Defense (OSD) Program Objective Memorandum (POM) 2010 Issue Paper 3414-01. The issue paper advocated for support of critical satellite gateway enhancements which would enable the synchronized fielding of satellite terminals with their respective space segments. The critical gateway enhancements identified in the issue paper were: • Advanced Extremely High Frequency Extended Data Rate (AEHF XDR) terminals; • Wideband Global System enhanced X- and Ka-multiband (WGS X/Ka) terminals; • Mobile User Objective System (MUOS) to Legacy Ultra High Frequency (UHF) Systems Interoperability Generations III has passed milestone C and is in the Production and Deployment Phase of the program life cycle. In addition to the existing three Generations (I, II, and-III), further program increments are anticipated. REQUIRED CAPABILITIES: Please thoroughly review the draft PWS. Interested vendors must submit a market research response which demonstrates and describes their capability in providing the services required within each task area of section 6 (Performance Requirements) of the draft PWS. The twelve task areas of the draft PWS are as follows: • 6.1 Material Solution Analysis • 6.2 Requirements Analysis and Technology Development • 6.3 System Engineering, Integration and Manufacturing Development • 6.4 Production and Deployment (P&D) • 6.5 Test and Evaluation (T&E) • 6.6 Cybersecurity Risk Management Framework (RMF) and Program Protection • 6.7 Operations Support and Safety • 6.8 Overall DODI 5000.02 Support • 6.9 Program Performance Measurement Baseline (PMB) • 6.10 Record Keeping and External Reporting • 6.11 Budget Support and Internal Reporting • 6.12 Cyber Threat Security Plan ***INTERESTED VENDORS ARE ENCOURAGED TO SEEK CLARIFICATION AND SUBMIT QUESTIONS REGARDING THE DRAFT PWS IF ANYTHING IS UNCLEAR OR AMBIGUOUS.*** SPECIAL REQUIREMENTS: Through the evaluation of the responses to this sources sought, the government will make the determination of whether there are two or more capable small business interested in participating on the competition for the Systems Engineering and Program Support to the Teleport Program Office (TPO) effort. The government will assess the respondents' ability to perform the requirement based on their submission and their past experience performing work as they translate into their capability to perform the tasks in the PWS. When appropriate, in your response, please make the connection between prior experience and how it translates into the capability to perform the current requirement. All personnel involved with the identified services must have SECRET clearance. A SECRET facility clearance is also required for the performance of this effort. In addition to the Secret clearance, the contractor shall possess the following: - DOD 8570 IAM level I or higher; and - IT-I with a Single Scope Background Investigation (SSBI) for Privilege User access to the Fort Meade Laboratory Test Center (FMLTC) and an IAT-II or higher DoD 8570 certification to conduct system administrator functions associated with Test and Evaluation. In addition to the general capability to perform all tasks detailed in the PWS, the government will be looking to assess the following as it evaluates the responses to the sources sought: 1. Specific MAIS ACAT 1 program systems engineering capability that support large complex diverse DoD SATCOM ground systems, including: SATCOM CDD, CPD development/analysis, non-material solution analysis, requirements analysis, requirements traceability, OV-1 Arch development, preliminary system design development, existing SATCOM market knowledge, trade studies and analysis of alternatives. 2. Capability to support an ACAT 1 MAIS program and Technology Refresh/Insertion of DoD SATCOM ground gateway systems during the Production and Deployment (P&D) phase. Specific capability to perform all aspects of a Technology Refresh/Insertion program during the Production and Deployment (P&D) phase (as specified in Task 4 of the attached PWS) for a large, complex, ACAT I DoD SATCOM ground gateway system with a large, diverse set of DoD stakeholders. 3. Specific ACAT 1 acquisition Test & Evaluation capability with large complex DoD SATCOM ground systems, covering the complete test life cycle, (e.g from requirement analysis, test planning to execution to reporting phases). This should include descriptions of: TES/TEMP development, STVP development, planning and executing all required program test events (CT, DT&E, cyber security & survivability-related testing), perform risk assessment and provide mitigations to support readiness for OT&E, developing plans to correct the deficiencies discovered from the OT&E. 4. Capability specific to cyber security with large complex diverse with a MAIS ACAT 1 DoD SATCOM ground systems, including: ACAS Scanning, finding analysis, finding POA&M development, finding mitigation, Risk Management Framework (RMF) documentation development, Program Protection Plan development, understanding of security controls, DISA Change Request process and PPSM submission. 5. Capability to support a SATCOM MAIS ACAT 1 program in the development of critical programmatic documentation, as described in the DODI 5000.02, which are required to meet the various key milestone events throughout the Acquisition Life Cycle. SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Commercial And Government Entity (CAGE) code 3) Name of company representative and their business title; 4) Type of small business (Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business). Interested businesses should submit a single capabilities statement (companies are encouraged to fit their response on to no more than fifteen (15) pages) demonstrating ability to perform the services listed in the "Required Capabilities" section of this Sources Sought Announcement. The fifteen page response does not include one cover page and one executive summary page. The capability statement must be single spaced, 11-point Times New Roman font with at least one-inch margins on 8 1/2" X 11" page size. The capability statement must be in Word or PDF format and not exceed 2 MB limit. Responses must specifically describe and demonstrate the contractor's capability to meet the requirements outlined in this Sources Sought Announcement. Vendors who wish to respond to this sources sought must send responses via email by April 19, 2017 @ 5:00 PM Eastern Daylight Time (EDT) to daniel.g.wartell.civ@mail.mil and silvia.molinillo-corral.civ@mail.mil. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. SOURCES SOUGHT: Potential North American Industry Classification System Code (NAICS) for this requirement are 517410 (Satellite Telecommunications), with the corresponding size standard of $27.5 Million or 541330 (Engineering Services), with a size standard of $38.5M. Industry is highly encouraged to opine as to which NAICS code most fully captures the requirements of the PWS and why. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their capability to perform the work on the PWS either on their own or in a teaming arrangement. Should a small business responding to this sources sought anticipate teaming with a large business in the performance of the effort, it should indicate the name of the large business they are considering and the type of teaming arrangement being contemplated. However, responses must demonstrate the company's capability to perform in accordance with the Limitations on subcontracting clause (FAR 52.219-14).
