Description
The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (NAMA 151059D - Rehabilitate Water Conveyance Systems for Emergency and Potable Water Supply in West Potomac Park) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). Your email capability information MUST be 6 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels. The response due date is changed from "no later than 2:00 pm Mountain Time on March 29, 2017" to "no later than 2:00 pm Mountain Time on April 12, 2017. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. National Mall and Memorial Parks, Washington DC NAMA 151059D - Rehabilitate Water Conveyance Systems for Emergency and Potable Water Supply in West Potomac Park NAICS Code: 237110 Estimated Cost Range: $4 million - $6 million Estimated Period of Performance: October 2017 - March 2018 Project Description This project will install approximately 14,500 linear feet of water distribution piping of various diameter; 12-inch, 10-inch, 8-inch & 6-inch. The project will also install approximately 4,000 linear feet of small diameter (1-inch & 2-inch) service lines. It is anticipated that the primary method of pipe installation will be accomplished via horizontal directional drilling, but site conditions will also require that some sections be installed by open-trench methods. The Work is suggested to be done in 4 phases to mitigate disturbance to ongoing Park operations. 1. Washington Monument Area a. Provide a new water main from Constitution Avenue (near 17th Street NE) to 14th Street (Near Independence Avenue). b. Provide a new water main tap in 14th Street to a DC Water main without shut down using a standard tapping sleeve assembly and valve. c. Provide a DC Water standard master meter assembly with vault; DC Water to furnish the water meter unit. d. Provide a DC Water standard backflow preventer assembly with vault. e. Provide new service taps and reconnect to existing service lines. 2. Reflection Pool (RP) Area a. Provide new water mains along and across 17th Street, NE, in the vicinity of the Vietnam Memorial to the Lincoln Memorial, from the Korea Memorial to a point south of Independence Ave, and along the field south of the Reflection Pool. b. Provide new service taps and reconnect to existing service lines. 3. West Potomac Park (WPP) Area a. Provide new water mains along Independence Avenue from the vicinity of the WWII Memorial to the vicinity of the Martin Luther King Memorial, and from Independence Avenue south to and along Ohio Drive. b. Provide new service taps and reconnect to existing service lines. 4. Haines Point (HP) Area: a. Provide a new water main in the vicinity of the Jefferson Memorial b. Provide new service taps and reconnect to existing service lines. ****Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice. 1) Provide evidence of single project bonding capacity of at least $6M 2) Provide at least 3 projects demonstrating capability to successfully perform horizontal directional drilling 3) Demonstrate ability to successfully manage construction project within contract period of performance. 4) Provide at least 2 examples of successful work in a highly congested urban areas. Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
