- PRESOLICITATION NOTICE ≥$ 25,000 SOLICITATION NUMBER: GSA-EQ7PSNT-17-0002 TITLE OF PROJECT: Tulsa, OK FB/CH Elevator Modernization DESCRIPTION OF PROPOSED WORK: The General Services Administration (GSA) Greater Southwest Region announces an opportunity for Construction Services capable of performing an elevator modernization involving 4 elevators at the Federal building/Courthouse in Tulsa, OK. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The project consists of the modernization of three (3) existing geared traction Passenger elevators. Provide new: AC motor, solid state microprocessor controls, car frame, cab, doors, and all associated work to provide three complete new passenger elevators. Also modernize one (1) existing service elevator. Provide new: hydraulic elevator system, controller, car frame, cab, doors, and all associated work to provide one complete freight elevator. All work performed under this contract shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards. LOCATION OF THE WORK: Tulsa, Tulsa County, Oklahoma Estimated Price Range: $1,000,000-$5,000,000 NAICS Code and Title: 238290, Other Building Equipment Contractors Small Business Size Standard: $15 Million THIS PROCUREMENT IS FULL AND OPEN. OFFERS FROM ALL RESPONSIVE, RESPONSIBLE FIRMS WILL BE CONSIDERED. TENTATIVE DATES: The solicitation will be issued on or about April 17, 2017. Proposals will be due on or about June 1, 2017. Award is anticipated to be on or about September 11, 2017.The Period of Performance is 550 calendar days after notice to proceed. PROCEDURES FOR AWARD: The Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, technical factors and cost or price considered. For this solicitation, all evaluation factors other than cost or price are significantly more important than cost or price. Written or oral discussions will be conducted with the firms within the competitive range. In addition to Total Evaluated Price, the five following non-price factors shall be used to evaluate offers: (1) Technical Approach, (2) Experience (3) Past Performance, (4) Schedule, (5) Preventive Maintenance Approach. A score of "unacceptable" in the technical approach factor will result in the proposal being removed from further scoring and consideration for award. PLAN AVAILABILITY: The solicitation will be available for electronic download at no charge from the Federal Business Opportunities website at www.fbo.gov. AMENDMENTS TO SOLICITATION: It is the offeror's responsibility to monitor www.fbo.gov for the release of any amendments. BONDING: A Bid Guarantee (Bid Bond) is required. Performance and Payment bonds are also required. A program for the purpose of assisting qualified small business concerns in obtaining certain bid, payment, or performance bonds that are otherwise not obtainable is available through the Small Business Administration (SBA) ( www.sba.gov ). For information concerning SBA surety bond guarantee assistance, contact your SBA District Office. SECURITY: Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check. Specific security requirements will be contained in the solicitation. ELIGIBLE OFFERORS: All responsible firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management www.sam.gov for registering their firm and completing representations and certifications.
