- **THE PROGRAM NAME HAS BEEN REVISED FROM SEASABER TO SURFACE NAVY LASER WEAPON SYSTEM (SNLWS).** NOTE: The Top Level Requirements (TLR) document will be revised at a later date to reflect the change in nomenclature from SEASABER to SNLWS; however, the content will remain unchanged and industry should continue to use it for planning purposes. Capability statements submitted in response to the RFI below, as well as existing SEASABER Terms of Use Agreements are still valid for purposes of this FBO announcement. ******************************************************************** This is a Request For Information (RFI) issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office (PEO) Integrated Warfare Systems (IWS) 2.0 Above Water Sensors Directorate. The Government is conducting market research seeking industry inputs on laser weapon system development solutions applicable to U.S. Navy guided missile destroyers (DDGs) consistent with the goals and constraints described in Section 1.0 below. This RFI is intended for planning purposes only and is issued solely for conducting market research in accordance with FAR Part 10. This does NOT constitute a Request for Proposal. The Government is NOT seeking or accepting unsolicited proposals. This notice shall not be construed as a contract, a promise to contract, or a commitment of any kind by the Government. If a solicitation is issued in the future, it will be announced via Federal Business Opportunities (FBO) and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. Any small businesses that believe they can accomplish this entire requirement should indicate their small business status (see FAR Part 19) in their capability statement. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of interested parties to monitor FedBizOpps for additional information pertaining to this requirement. IMPORTANT: For purposes of this RFI, each company must be able to receive classified documents up to the SECRET level. However, there will be classified attachments at the TOP SECRET/SCI/U.S. only level included as part of any future solicitation. Therefore, prime contractors interested in bidding under any subsequent solicitation must be able to receive classified documents up to the TOP SECRET/SCI level and must be a United States (U.S.) company or an independent U.S. subsidiary. The Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations (ITAR) and requires the issuance of an export license by the U.S. Department of State. The Navy's Top Level Requirements (TLR) document is marked Distribution Statement D and is available to interested U.S. companies upon request and approval. Only one copy of the TLR will be distributed per sources sought respondent. To obtain the attachment, interested companies must complete the DD Form 254, Contract Security Classification Specification, attached to this sources sought notice, indicating a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability. In addition, companies shall provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information. Both the DD Form 254 and DD Form 2345 shall be submitted via email to the Contracting Officer, kate.robb@navy.mil, with a copy to the Technical Point of Contact, richard.gargano@navy.mil. Once approved, the Government will issue a Terms of Use Agreement to the requesting company. The Terms of Use Agreement shall be signed and returned to the Contracting Officer. Upon receipt, the Contracting Officer will be able to provide the specification. The Government will not provide sponsorship for new or upgraded personnel or facility clearances. 1.0 Background and Context PEO IWS has established an objective of developing and fielding a laser weapon system, Surface Navy Laser Weapon System (SNLWS) Increment 1, leveraging mature technology to deliver proven laser weapon capability to the Fleet. PEO IWS seeks to field the first SNLWS Increment 1 system for installation onboard a DDG 51 Flt IIA in shortest timeframe possible. This RFI is an effort to identify entities that could rapidly develop and field a SNLWS Increment 1, consisting of a 60 kW class High Energy Laser (HEL) or higher, along with Counter-ISR dazzling capability. The highest priority will be placed on technologically mature solutions, which minimize technical risk and enable an aggressive schedule for fielding capability to the Fleet in accordance with SECNAVINST 5000.42 on accelerated acquisitions. Priorities for this system will include technical maturity, ship integration, combat systems integration, producibility and reliability. Additionally, PEO IWS seeks concepts and interfaces to enable modularity to permit capability upgrades as technology continues to mature. The information obtained in response to this RFI is intended to increase our technical understanding of mature laser weapon system design concepts, approaches to modularity that permit future upgrades without impacting the schedule for initial fielding, concepts for integration, and inform acquisition decisions related to the SNLWS program. 2.0 Responses Companies responding to this RFI shall provide a capability statement not to exceed fifteen (15). Cover Sheet, Table of Contents, and List of Abbreviations and Acronyms are exempt from the page limit. A detailed proposal is not requested. Responses should indicate sufficient detail for assessment of potential Navy interest; submissions should be organized as follows: - Cover Sheet : RFI number and name, address, company, technical point of contact, with printed name, title, email address and date - Table of Contents : with list of figures and tables with page numbers - Section A : General Capability Statement - Section B : Concept of Operational Employment, specific to C-UAS, C-FIAC, and C-ISR (for UAV-mounted sensors) operational missions - Section C : System Description, including any available photographs, technical system information, and notional projected path to ship installation and initial operational fielding - Section D : Summary of current Technology Readiness Level (TRL) and Integration Readiness Level (IRL) of system - Section E : Summary of current facilities and industrial capacity to support rapid development, integration and fielding of laser weapon systems - List of Abbreviations and Acronyms No cost or pricing information should be provided. For additional guidance, the following information is provided: 2.1 Concept of Operational Employment The respondent's concept of employment and assessment of weapon effects should be described in a general fashion. This operational information is designed to provide context and an operational framework for the technical and performance information that follows. Examples of operational information might include: - Section B.1 : System and weapon effects and expected damage mechanisms - Section B.2 : Type of disruption and disable results - Section B.3 : Possible engagement scenarios - Engagement timelines, including duty cycles - Theoretical acquisition and targeting ranges, for day and night operations - Integration with external systems, sensors and weapons 2.2 System Description Provide a concise, accurate technical description of systems and subsystems. Sufficient detail should be provided to support an initial technical maturity self-assessment through the use of Technical Readiness Levels (TRLs), and initial integration maturity assessment through the use of Integration Readiness Levels (IRLs), which shall be described in Section D of the RFI response. Ship interface and integration information must be included. Examples of information to include: - Section C.1 : Approach for integration with ship systems (e.g. fire control, targeting techniques, target designation and handoff, software interface). - Section C.2 : MIL STD compliance on shock, vibration, EMV/EMI/EMC, power interface, cooling interface, wave loading, and radar cross section. - Section C.3 : Below-deck and topside footprint requirement for each of the system elements (where applicable), and for total system, to include access/maintenance envelopes. Note: all below-deck system heights cannot exceed 6'6", all inclusive (e.g. shock mount, shock excursions). - Section C.4 : Targeting accuracy and precision with moving vessels. - Section C.5 : Development, demonstration and testing of systems and subsystems or related technologies and concepts, including readiness level assessments of applicable TRL, Human Effects Readiness Level (HRL), and Manufacturing Readiness Level (MRL). - Section C.6 : Safety measures and potential risks to humans. - Section C.7 : Respondents applicable past directed energy work, including applicability to system described in this RFI. 2.3 Classification All materials submitted in response to this RFI should be UNCLASSIFIED. If a potential respondent believes submission of classified material is necessary or will provide a higher quality response, please contact CDR (sel) Rich Gargano at richard.gargano@navy.mil with a copy to the Contracting Officer, Kate Robb, at kate.robb@navy.mil. 2.4 Submission Formatting NAVSEA will accept ONLY electronic unclassified submission of responses. The objective of this Industry Day is to share details with interested Contractors on the Navy's plans to design, develop, integrate, test and deploy a laser weapon system for operational use onboard a DDG 51 FLT IIA in the FY20 timeframe. Industry Day will be held on Tuesday 28 March from 0900 to 1200 EST at: Alion 1100 New Jersey Ave SE Second Floor, Independence Conference Center Washington, DC JPAS visit requests are not required. This briefing will be UNCLASSIFIED. Each Contractor is limited to three (3) participants to attend the briefing. An attendee list consisting of name, company, email address and phone number will be provided to all attendees after Industry Day is completed. DRAFT Statement of Work (SOW) and System Specification Document (SSD) Prior to Industry Day, NAVSEA intends to modify this posting to release a draft SOW. After Industry Day, NAVSEA intends to release the SNLWS SSD. The draft SNLWS SSD is classified SECRET which precludes NAVSEA from posting the document on the FBO website (https://www.fbo.gov). In anticipation of the release, Contractors interested in receiving the draft SNLWS SSD shall complete Attachment 1, Terms of Use Agreement and Attachment 2, Classified Material Request, and return both documents to the Procuring Contracting Officer, Kate Robb, via email (kate.robb@navy.mil) as soon as possible, but no later than 28 March 2017. Once approved, a copy of the draft SNLWS SSD will be mailed to the Contractor's Facility Security Officer once this notice is modified to release the draft SSD. GENERAL The Government will not answer any questions during the Industry Day. All unclassified questions must be submitted in writing either via email or on a notecard that will be provided by the Government at Industry Day. All unclassified questions that are submitted via email must be submitted using Attachment 3, Question Submittal Form, with the subject line: "SNLWS Industry Day Question" to Kate Robb (kate.robb@navy.mil). Questions related to the classified draft SNLWS SSD must be submitted to the Government in hard copy format in accordance with the DD Form 254 and DoD 5220.22M NISPOM.
