N6134017Q0007 Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to issue a Firm-Fixed-Price (FFP) purchase order for delivery and installation of an After Action Review Audio/Video Recording Training Aid as described under CLINs 0001 and 0002 below. The following will be provided as Government Furnished Information/Software to the awardee: ** GFI 1, 2, and 3 is to be provided with the RFP (upon offerors request.) 1)Reference 1 - System Design Documentation - FLETC AAR System and VECS System Diagram and Courtroom Layout Drawings 2)Reference 2 - FLETC AAR and VECS System Equipment List (BOM) 3)Reference 3 - Control Client Computer Specifications 4)Software, Operating System, (DHS Image) - Client Computers - Win10 Enterprise (with SmartClient 2016 installed); Server 2012 (use DHS Image and DHS Hardening Guide) - 5)NAWCTSD provided Audio Control and Scenario Event Plug-ins for Milestone software 6)Milestone 2016 R2 Corporate Site License Code (SLC) for the FLETC Corporate software. Government Furnished Equipment (GFE) *Provided after contract award. 1)Six (6) Client Desktop computers with Monitor, Keyboard and Mouse (3/Site) (the Control Client, Trainee AAR Client, and Classroom AAR Client) 2)Four (4) 24 ť LCD 1080P Touchscreen Monitors for Witness and Podium (2/Courtroom) 3)Eight (8) 24 ť LCD 1080P Monitors for Evidence Display (4/Courtroom) 4)One Atlona AT-UHD-PRO3-44M HDT 4x4 Matrix with four HDT Receivers 5)Two (2) Network Switches, Cisco WS-C3750X-24P-E (model subject to change); one switch per courtroom site with ports available for all courtroom and client equipment (POE+ available for cameras). These Ethernet switches are located in the COMM rooms of the courtroom buildings and have existing connectivity to the Core Ethernet switch in the Server Room. 6)Furniture for Courtroom and Trainee AAR Rooms (Tables, Desks, Chairs), excluding the podium for Artesia. 7)60 ť LCD Monitor with wall-mount for mounting behind the Charleston courtroom Witness Stand. Interested sources may identify their interest and capability to respond to the requirement, which demonstrates their ability to meet the needs of the Government. Interested sources are encouraged to submit a quote. Offerors must include in its quote proof of relevant experience with the Milestone XProtect Software within the Training System domain. The contractor shall either have (1) Milestone Advanced Certification, or 2) the subcontractor performing the Milestone tasks shall have Milestone Advanced Certification. The contractor shall provide information in the proposal regarding work in the training domain, and information on Milestone certification/training. In order for the Government to verify proof of experience, quotes shall include the following information: Name of agency/company to which the system was delivered to, Contract/Purchase Order Number, Date of contract award, synopsis of relevant experience, current information on the Agency/Company Point of Contact (Name, address, e-mail address, and telephone number.) All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Combined synopsis/solicitation N6134017Q0007 is issued as a request for quotation (RFQ) and incorporates the provisions and clauses in effect from regulations posted to http://farsite.hill.af.mil inclusive, but not limited to, Federal Acquisition Circular FAC 2005-95 effective January 13, 2017. The associated North American Classification System (NAICS) code is 334310 with a size standard of 750 employees. This procurement is being solicited as a full and open competition. This procurement is to purchase: CLIN 0001: One (1) After Action Review Audio/Video Recording Training Aid for the FLETC Artesia training courtroom as described in document titled śTech Requirements FY17 Artesia-Charleston Courtroom ť. Richey Avenue Artesia, NM 88210 CLIN 0002: One (1) After Action Review Audio/Video Recording Training Aid for the FLETC Charleston training courtroom as described in document titled śTech Requirements FY17 Artesia-Charleston Courtroom. ť Delivery of CLIN 0002: No later than 3 Months after contract award FOB Destination to: Federal Law Enforcement Training Centers IT Operations Support Division 2000 Bainbridge Ave., Bldg. 1 Charleston, SC 29405 CLIN 0003: CDRL A001--Milestone Configuration Report (Info Only) The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition with the addendum that Offerors are required to submit warranty information and parts availability with its offer. The Provision at FAR 52.212-2, Evaluation- Commercial Items, does not apply. Evaluation Criteria: A firm-fixed-price purchase order will be awarded. If multiple quotes are received, the Government will award on a lowest price technically acceptable basis to the Offeror meeting the statement of work requirements of this combined synopsis/solicitation. The failure of an Offeror to provide information sufficient to determine conformance with the combined synopsis/solicitation may result in the Offeror being ineligible for award. No financing will be provided for the resulting award. Offerors shall include a completed copy of the provisions at FAR 52.212.3 “ Offerors Representations and Certifications- Commercial Items (Mar 2015).
