- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, intends to negotiate on a sole source basis with Aquatrak Corporation, 1100 East 25th Street, Sanford, FL 32771, using the procedures in FAR Part 13, to provide sensors and components for the Aquatrak acoustic water level measurement system used at the Center for Operational Oceanographic Products and Services (CO-OPS) environmental monitoring stations on the Atlantic Coast, Pacific Coast, the Gulf of Mexico, the Caribbean, and throughout the Pacific. This purchase is for equipment to repair and maintain the continued operation of water level stations in the National Water Level Operating Network (NWLON). These specifications describe the need by the NOAA, National Ocean Service (NOS), CO-OPS Engineering Division in furtherance of its assigned mission to ensure safe, efficient, and environmentally sound maritime commerce. The NWLON require the items listed below to support data collection systems within the CO-OPS network. Using another source for these items is not possible as the system is proprietary to Aquatrak. It has a very limited market and is unique to this company's product and services. It is a key tool used by the NWLON. It is imperative to have this system operating correctly and accurately in order to maintain accurate data collection in support of maintaining a safe, efficient, and environmentally sound maritime commerce. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 2:00 PM EST on April 7, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required supplies. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
