Description
United States Department of Energy Synopsis / Pre-Solicitation Notice PPPO Technical Support Services The U.S. Department of Energy (DOE) anticipates the issuance of a Draft Request for Proposal (RFP), DE-SOL-0010125, for Portsmouth Paducah Project Office (PPPO) Technical Support Services within one week of the posting of this notice. The primary purpose of the contract will be to provide technical and administrative support to assist the DOE with the oversight and management of: the clean-up activities at the Portsmouth Gaseous Diffusion Plant (GDP)/site in Pike County, Ohio and the Paducah GDP/site in Paducah, Kentucky; operation of the Depleted Uranium Hexafluoride Conversion Project (DUF6) in Pike County, Ohio and Paducah, Kentucky; and to provide various technical engineering functions, information technology infrastructure support, Safeguards &Security oversight, and general administrative support for all of the PPPO sites. This Draft RFP will be a 100% Small Business set-aside procurement under NAICS code 562910, Environmental Remediation Services, with a size standard of 750 employees. The Government anticipates awarding a Time-and-Materials (T&M) contract with a Firm-Fixed-Price (FFP) Contract Line Item Number (CLIN) and an Indefinite-Delivery Indefinite-Quantity (IDIQ) CLIN, under which only FFP task orders can be issued. The period of performance consists of a 60 day transition period, a base period of three years and one two-year option. The Government does not intend to acquire a commercial item or service using FAR Part 12. Interested parties are encouraged to review the Draft RFP and provide suggestions, comments, questions, and changes in writing to: leann.brock@emcbc.doe.gov. DOE will not respond to or post on the procurement website any oral or written questions or comments pertaining to the Draft RFP; however, DOE will respond to and post questions and answers on the Final RFP after its release. In developing the Final RFP, DOE will consider all comments, proposed changes, and questions received. DOE tentatively anticipates issuance of the Final RFP, for which proposals will be requested and accepted, in the 3rd quarter of Government fiscal year 2017. DOE intends to conduct a pre-solicitation conference and one-on-one sessions for this procurement. DOE encourages interested community stakeholders to attend the pre-solicitation conference and one-on-one sessions. Interested parties are encouraged to review the Draft RFP prior to the pre-solicitation conference and one-on-one sessions. DOE has tentatively scheduled these activities to be held April 12-13, 2017, at The Campbell House Lexington, Curio Collection by Hilton, 1375 South Broadway, Lexington, KY 40504. Interested parties should continue to monitor the PPPO Technical Support Services Procurement website for specific details at: https://www.emcbc.doe.gov/SEB/pppo_technical_services/. Interested parties are requested to refer to the website above for all future announcements and postings throughout the procurement process. All news/announcements, documents (including the Draft and Final RFP), questions/answers, and other pertinent information will be posted to the above listed webpage. The Draft and Final RFP will also be posted to the FedConnect website at www.fedconnect.net and the Federal Business Opportunities (FBO) website at www.fbo.gov. This notice is considered to be a synopsis in accordance with FAR Subpart 5.2 for the PPPO Technical Support Services procurement. No additional synopsis will be released prior to issuing the Final RFP. The contract award resulting from the Final RFP is expected to be made in or about the fourth quarter of fiscal year 2018.
