Attachment 1 - Construction Specs Attachment 2 - Drawings Attachment 3 - SWPPP Attachment 4 - Wage Determination MO170001 Solicitation Package SF1442 TITLE: RESTORATION/REPAIR ON MISSOURI DEPARTMENT OF NATURAL RESOURCES (MoDNR) EMERGENCY WETLAND PROTECTION PROGRAM - FLOOD PLAIN EASEMENT (EWPP-FPE) IN LINN COUNTY, MISSOURI The Natural Resources Conservation Service (NRCS) intends to solicit for award of a firm Fixed Price (FFP) contract to Restore/Repair an area under the MoDNR Emergency Wetland Protection Program - Flood Plain Easement in Linn County, Missouri. GENERAL DESCRIPTION: The work shall consist of an earth construction contract to enhance habitat and wetland functions and restore/repair wetland hydrology on an Emergency Wetland Protection Program-Flood Plain Easement (EWPP-FPE) in Linn County, Missouri. The proposed work on the FPE site includes repairing existing berms and dikes that have been damaged by excessive flooding. Excavated material will come from borrow areas and will be used to repair the existing berms and dikes. New wetland habitat berms and mounds will also be constructed. Shallow water excavations will be constructed to provide additional aquatic habitat. All disturbed areas (except bottom of shallow excavation areas) will be seeded and mulched once final grading is completed. Easement contains 1147.21 acres and the Landowner is the Missouri Department of Natural Resources (MoDNR). The estimated magnitude of construction is between $250,000 and $500,000. The invitation for bids will be issued on or about March 29, 2017. The NAICS Code is 237990, Other Heavy and civil Engineering construction. The Small Business Standard Size for this NAICS is 36.5M. SET ASIDE STATUS: 100% Total Small Business Set Aside (Note: This construction requirement is reserved exclusively for small business participants only). The Product Service Code is Y219. Site visits will be publicized in the solicitation package. Interested contractors must be registered in and must complete the annual representations and certification electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. SYNOPSIS NOTES: The following notes apply to this acquisition: a. One (1) Fixed-Price (FP) contract award shall be issued for the aggregate of all items to a Responsible Offeror with the lowest Responsive Bid based on Solicitation / IFB requirements; b. The Successful Offeror may be required to attend a post award conference; c. Written procedures shall be utilized; d. Sealed Bid procedures shall apply per FAR Part 14; e. Payment security (i.e. Bid Bond) shall be required as a condition to being considered a Responsive Bid; submit original document - copy will not be accepted and will be considered a non-responsive bid; f. This project constitutes a Federal construction requirement that shall be directed by a U.S. Government Agency. NRCS Missouri shall be acting on behalf of the US Government. Individual Landowners and State, County or City employees shall not have express authority to speak on behalf of NRCS Missouri regarding any matters related to this construction requirement/project; g. After issuance of the contract award notice the potential award recipient shall be required to secure and deliver an officially signed stamped payment and performance bond within 10 calendar days; h. All applicable Solicitation / IFB documents (including plans, maps, specifications, material requirements, etc.) shall be available for download at the FBO website under this posting; i. All future updates, status, changes and information related to this acquisition shall be available at the FBO website under this posting; and j. THIS PROCUREMENT IS BEING HANDLED BY THE USDA NRCS CONTRACTING SERVICE BRANCH TEAM 2 LOCATED AT THE USDA NRCS CARIBBEAN AREA OFFICE ON BEHALF OF THE USDA NRCS MISSOURI STATE OFFICE. BIDS SHALL BE MAILED AND RECEIVED BY THE USDA NRCS CARIBBEAN AREA OFFICE PRIOR TO THE FINAL BID RECEIPT DEADLINE. ANY BID RECEIVED AFTER THE EXPRESSED DEADLINE SHALL BE CONSIDERED NON RESPONSIVE AND WILL NOT BE CONSIDERED FOR FINAL AWARD. WHEN SUBMITTING YOUR BIDS TAKE THIS INFORMATION INTO CONSIDERATION.
