Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) Robotics Program has a requirement to procure a fully electric unmanned ground vehicle (UGV) with a robotic arm. This UGV will be used to meet research requirements in the following areas; concrete 3D printing, moving constructions materials, deconstruction tasks, and other autonomous construction activities. The UGV must have the following capabilities: • Minimum lift capacity of 150 lbs, • Minimum arm reach of 10 ft, • Small enough in size to maneuver around obstacles both in a controlled laboratory environment and outdoors (high levels of mobility are needed in order to develop and test algorithms for movement and maneuver with obstacle detection and avoidance in a realistic construction site environment), • Open source software; and • Option to add a variety of different sensors for testing purposes ERDC-CERL intends to sole source this acquisition in accordance with FAR 13.106-1(b)(1) to Black-I Robotics Inc. Market research has indicated that the Landshark product is the only product that meets all of the capability requirements listed above. The Landshark has the maximum lift capacity for a platform of its size and the largest electric arm reach and payload capacity available on the market. Black-I Robotics Inc. is the sole manufacturer and distributor of the Landshark and is therefore the only available source for this procurement. This posting is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 333999 which has a size standard of 500 employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than April 13, 2017 at 11:59am, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
