Description
This requirement is being resynopsized due to delays in developing the requirement. Contract award is anticipated in the first quarter of Fiscal Year (FY) 18 in lieu of third quarter of FY17. The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm Fixed Price (FFP) delivery order to The Boeing Company under Basic Ordering Agreement (BOA) N00019-16-G-0001. This delivery order is to provide supplies/services to support CY18-19 Harpoon/SLAM-ER Missile Logistics and Engineering Follow-On Support for the United States Navy (USN) and Foreign Military Sales (FMS) countries. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received within thirty days after date of publication of this synopsis will be considered by the Government. The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon weapon system and its related equipment. Boeing alone has the experience, special skills, proprietary technical documentation, software/algorithms, facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services within the required timeframe. Accordingly, Boeing is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with the following point of contact at Boeing: Jeffrey Salisbury, phone number: 314-777-9713, Jeffrey.a.salisbury@boeing.com. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving a contract award is registration in the System for Award Management database. For more information on SAM, visit the website at www.sam.gov. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The data associated with the Harpoon Weapon System and SLAM-ER missiles is export controlled and is not available to foreign sources or representatives.
