Description
Water and Biological Specimen Laboratory Analysis RFQ-RT-17-00037 Notice of Intent to Sole Source The U.S Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with GreenWater Laboratories/Cyanolab to procure water and biological specimen laboratory analysis. This procurement is recommended to be processed without full and open competition. EPA's Epidemiology Branch has a requirement for laboratory analysis for Cyanotoxin exposure in human and animal biological tissues and a smaller number of water samples to inform analysis of the biological samples. This analysis data will provide EPA with human and animal Cyanotoxin exposure characterization. This product will be used to support Safe and Sustainable Water Resources (SSWR) tasks. This requirement is to obtain laboratory analysis for cyanotoxins in biological specimens from exposed and ill animals and humans. There are a total of 12 methods (4 water; 8 tissue) listed in the Laboratory Methods Requirements and shown below. GreenWater Laboratories/Cyanolab is the only company that can provide all methods required to perform these analyses. LABORATORY METHODS REQUIREMENTS: 1.Screening of cyanotoxins guided by phycology to include: a.Microcystins - ELISA method (ADDA) b.Saxitoxins - ELISA method c.Cylindrospermopsin - ELISA method d.Anatoxin-a and Homoanatoxin-a - Liquid chromatography / tandem mass spectrometry Analysis methods tissue/fluid 1.Extraction and screening analysis of Microcystin/Nodularin for biological matrices 2.Extraction and screening analysis of Cylindrospermopsin for biological matrices 3.Extraction and screening analysis of Saxitoxin for biological matrices 4.Extraction and analysis of Anatoxin-a and Homoanatoxin-a for biological matrices. Includes a screen for epoxyanatoxin-a and dihydroanatoxin-a 5.Confirmatory Microcystin Analysis (Individual Variant analysis) Including variants: [DAsp3]MC-RR, MC-RR, NOD, MC-YR, MC-HtYR, MC-LR, [DAsp3]MC-LR, [Dha7]MC-LR, MC-HilR, MC-WR, [DLeu1]MC-LR, MC-LY, MC-LA, MC-LW, MC-LF 6.Confirmatory Total Microcystin Analysis in water and biological matrices by 2-methyl-3-methoxy-4-phenylbutyric acid (MMPB) Method 7.Confirmatory Cylindrospermopsin/Epi-Cylindrospermopsin Analysis in biological matrices 8.Confirmatory Paralytic Shellfish Toxin (PST - saxitoxins) Analysis Including analogs: STX, dcSTX, NEO, C1C2, GTX 1,2,3,4,5, dcGTX23 using LC-MS/MS in biological matrices The circumstance permitting is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". All interested parties who believe they can provide the required product should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
