- The Federal Aviation Administration (FAA) is conducting a Market Survey to solicit statements of interest and capability from sources that can provide Instructional Services in support of FAA Academy, Technical Operations Training Division (AMA-400). Additionally, this market survey is being conducted to obtain information necessary to determine whether adequate competition exists; to identify capability among small businesses, SEDB/8a sources, and service disabled veteran owned small businesses; and, to identify those Small businesses that offer the services via federal schedules. The FAA Academy, Technical Operations Training Division (AMA-400), provides technical training via course delivery to students at the Mike Monroney Aeronautical Center. This includes theoretical and practical training in one or more subjects on assigned National Airspace System (NAS) equipment and systems for field technical experts involved with the installation and maintenance of such equipment and systems. FAA training procedures, guidelines, and methodologies are established for the FAA Academy and the Technical Operations Training Division (AMA-400). Historically, supplemental instructional delivery and development has been accomplished through the support of tasked contract services. The tasks require Instructors to deliver courses via prepared lesson plans and ensure stated course objectives are presented. The Instructors must utilize teaching methods such as lecture, lab demonstrations, blended learning environments, and remedial discussion. The instructor may use or develop teaching aids such as, but not limited to, lesson plans, student guides, lab guides, handouts, wall charts, prepared notes, and use of actual lab equipment. Contract instructors may also be required to provide support as subject matter experts in the development, revision, and maintenance of course materials, utilizing all applicable media. Potential sources of these services are expected to be categorized in the 611512 North American Industry Classification System (NAICS). This industry comprises establishments primarily engaged in Educational Services associated with Aviation and Flight training with size standard of $27.5M. This market survey is issued in accordance with FAA Acquisition Management System (AMS) 3.2.1.2.1 Market Analysis. Responses to this Market Survey announcement will be used for informational purposes only. This is not a Screening Information Request or a Request for Proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. All interested parties are advised that the FAA will not pay for any information or for any administrative costs incurred that are associated with any response received from industry in response to this Market Survey. Therefore, any costs associated with Market Survey submissions will be solely at the interested party ™s expense. Any proprietary information submitted will be protected, if appropriately marked. All interested sources should provide responses (one response per company) on company letterhead, pages limited to a total of 15 type-written pages not including attachments. The response must include the information requested in the attached Capability Summary Questionnaire and completion of the Business Declaration Form.
