- S40-2M3 Amplifier 3 each Special Notice The Naval Surface Warfare Center Carderock Division (NSWCCD) hereby gives notice of intent to award a Sole Source Firm Fixed Price Commercial contract under the authority of FAR Part 6.302-1(b)(1)(ii) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", to INSTRUMENTS INCORPORATED. @ 7263 ENGINEER RD STE G SAN DIEGO, CA, 92111-1493 for: •1. S40-2M3 Amplifier 3 each The basis for restricting competition is for the following reasons: The proposed procurement is for three (3) S40-2M3 Amplifier. This is a custom designed assembly with specifically designed parts from Instruments Inc. They have to fit in the existing footprints and have all the same wiring pathways, with the same input and outputs. Due to the uniquely tested nature of this system, a form-fit function replacement is required. This amplifier is required for the full operation of the Virginia Class Shaker Engineering Revision (ER) and requires close attention to power, electrical shielding, electro-magnetic interference, and performance. In the case of the Virginia ER, is also has to be compatible with Grade B shock requirements set down in the specifications for the boats for any object that has potential to become a projectile. There is no commercial off-the-shelf (COTS) unit that can meet these requirements. This notice of intent is NOT a request for proposals or quotations. No solicitation documents are available and requests for copies of a solicitation in response to this notice will not be honored or acknowledged. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 dated 19 Jan 2017 and DFARS Change Notice DPN 20161222. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code for the proposed contract action is 334220 which has a business size standard of 1,250 people. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 14 April 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 14 April 2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
