- REQUEST FOR INFORMATION - SEEKING VENDORS, WORD ATTACHMENT OF SAME VERBIAGE PROVIDED IN RFI REQUEST FOR INFORMATION (RFI) QUANTITY OF 5 POWER CONDITIONERS FOR HYDROGEN GENERATORS - HOGEN "BRAND" PLEASE LET ME KNOW IF YOUR COMPANY CAN PROVIDE THIS REQUIREMENT. BRAND JUSTIFICATION: Hydrogen generator (HOGEN) are used to generate hydrogen to fill weather balloons twice daily to perform critical weather observations. Five (5) of the National Weather Offices that perform balloon observations are located in remote oversea destinations where local electricity that power NWS offices have bad and unstable AC power. This unstable power source impacts electronic equipment such as the HOGEN. The Hogen power supply can be damaged, causing system outages and loss of critical upper air observation data which jeopardizes the weather service mission. The AC power conditioners enable clean AC power to sensitive electronic equipment such as the hydrogen generators (HOGEN). Conditioners specifically work to smooth the sinusoidal A.C. wave form and maintain a constant voltage over varying loads. The manufacturer of the HOGEN recommends using a specific model Power Conditioner, which is the Toshiba 14.0kVa 1600Xpi. This make and model has been proven to be a reliable Power conditioner and have had success with no breakage over the past 3 years. The reliability and familiarity with the existing power conditioner make/model is particularly important as these conditioners are slated to be installed in remote Weather service offices in locations such as the Marshall Islands, the Federated States of Micronesian, the Republic of Palau, and American Samoa. There is a high cost associated with travel to these remote sites to repair/replace broken HOGEN parts in addition to the extended outages which affect NWS' mission. In support of this mission, the NWS Pacific Region (PR), Upper Air Program has a need to provide timely and consistent upper air observations which are critical for accurate forecast and warnings. The Hydrogen Generators (HOGEN) requires an over/under voltage line conditioner which is also known as a Power Conditioner. With this line conditioner installed properly before the HOGEN power supply, the HOGEN is protected against voltage spikes as well as low voltage conditions. This will prevent damage to the HOGEN power supply and prevent system outages that result in loss of critical upper air observations or data. Hydrogen gas is used as the lift medium for weather balloons. Without these Power Conditioners in place, these sites are experiencing constant breakdowns that impact weather operations and a high cost to replace and repair broken equipment. Additionally, there are long periods of no observations due to a lag in logistics and part availability. These extended outages jeopardize NWS mission to provide accurate forecast and warning for the protection of life and property.
