Description
Request for Information: 1. General. This is a REQUEST FOR INFORMATION from all small business firms and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. 2. Project Description. The U.S. Army Corps of Engineers, Portland District, has been tasked to solicit a contract for the Coquille River Navigation Marker project located in Bandon, Oregon. The Coquille River Navigation Marker project consists of the construction of two navigation markers to mark the existing "L" shaped pile dike located in the Coquille River at the Port of Bandon, Oregon, near the entrance channel to the boat basin. The end of the pile dike is submerged at high tide and poses a navigation hazard to vessels traversing the area. The purpose of the proposed action is to increase visibility of the pile dike and ensure for the safety of the vessels traversing through the mouth of the Coquille River. The following tasks will be completed as part of the construction contract: • Removal of one existing steel pile • Installation of two 3-pile king pile structures • Building platforms and attaching access ladders to the two 3-pile king pile structures Construction activities are anticipated to occur the summer of 2017. The estimated Magnitude of Construction for this project is between $250,000 and $500,000. 3. Request for Information. For this project, the Government is interested in surveying the small businesses to determine the industry's capability to perform navigational marker restoration work involving the installation of two king piles. Specifically, interested parties are requested to provide project information detailing their company's experience completing the following: • Mobilizing and demobilizing to and from remote locations utilizing only marine access • Removing existing damaged steel pile • Installing 3-pile king pile structures and platforms Interested offerors are advised that AWS D1.1 certification is required for this project and are requested to state whether or not they possess this certification when submitting responses to this request for information. Responses to this Request for Information must be submitted electronically (via email) SUBJECT: W9127N-17-B-0010 Coquille River Navigation Marker. Please send to Brandon M. Lasich, Contract Specialist, at Brandon.M.Lasich@usace.army.mil in either Microsoft Word or Adobe Portable Document Format by 2:00 pm Pacific Standard Time Friday, April 14, 2017. All responses will be kept confidential. 4. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Request for Information or any follow up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
