- Request for Information AN/ALQ-172(V) Countermeasures System (CMS) VDATS TPS Development for Redesigned LRUs 1, 4, 7, 8, 9, 10, 12, and RFIU Date: 7 March 2017 Prepared by: ALQ-172 IPT Overview The Government is conducting market research to identify potential sources for an upcoming Test Program Set (TPS) development effort in the EW Supply Chain Management Squadron (408 SCMS/GULB) at Robins AFB, GA. The Government is looking for expertise, capabilities, and experience to development the TPS for the redesigned LRUs 1, 4, 7, 8, 9, 10, 12, and RFIU for the ALQ-172 system. The Government does not own or have access to full data package for the LRU-1, 4, 7, 8, 9, 10, 12, or RFIU. A contractor is required to either obtain the data from the Original Equipment Manufacturer (OEM) or create the data for these items in order to emulate control, Radio Frequency (RF) and Intermediate Frequency (IF) interfaces between a System Under Test (SUT) and the Versatile Depot Automatic Test Station (VDATS). The contractor shall furnish all material, support equipment, tools, test equipment and services. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. Instructions Below is a document containing a description of the ALQ-172 LRUs and a Contractor Capability Survey. The Survey allows Contractors to provide their company's capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business. Both large and small businesses are encouraged to participate in this Market Research. Part II Capability Survey Questions and Requested Information General Capability Requested Information For the following questions, please provide detailed back-up information if the answer is yes to the RFI: All these ALQ-172 LRUs are an integral part of a complex Electronic Warfare (EW) system. Does your company have knowledge and experience in the following: •a) Threat simulation •b) ALQ-172 theory of operation •c) All the ALQ-172 LRUs' roles and test requirements within the overall system •d) VDATS TPS development for the latest generations of Field Programmable Gate Arrays (FPGAs) and Monolithic Microwave Integrated Circuits in accordance with MIL-PRF-32070A Does your company have access to the redesigned LRUs for the AN/ALQ-172 system? The necessary LRUs are 1, 4, 7, 8, 9, 10, and 12. The Government won't be providing the necessary test equipment. Do you have access to a VDATs? If so, please provide detailed information of the plan to develop TPS with no VDATS being provided by the Gov't. Describe any industry certifications that your company presently holds in the area of quality assurance including Capability Maturity Model for Software and/or configuration management. What is the Rough Order of Magnitude (ROM) of annual costs to develop TPS software, Test Program Interface Hardware (TPIH) and technical data including Technical Orders (TOs) for the LRUs? Please call separately in the ROM plans to perform testing and estimated costs. This is for informational purposes only.
