- PRESOLICITATION NOTICE 1. ANTICIPATED PROJECT TITLE: Runway Improvements 2. AGENCY: U.S. Army Corps of Engineers (USACE) Europe District (NAU) 3. NAICS: 237310 - Airport Runway Construction 4. CONTRACT SPECIALIST: Robert Corkrum, robert.e.corkrum@usace.army.mil 5. PLACE OF PERFORMANCE: Lask Airbase, Poland 6. SOLICITATION NUMBER: W912GB-17-R-0036 7. DESCRIPTION: USACE Europe District intends to issue a Request for Proposal (RFP) W912GB-17-R-0036 for Firm Fixed Price (FFP) standalone C type Design-Bid-Build contract. The subject project is to provide a contract for the construction of a 500 meter runway extension with hammerhead turnaround and an earth berm to improve an Arm/Disarm Pad using conventional design and construction methods. The runway extension is to accommodate aircraft. The extension will mitigate the unsafe runway conditions for aircraft during inclement weather. The runway is 60 meters wide and has a transverse slope from north to south affecting storm water flow. The single transverse slope for the entire runway width instead of the normal crowned runway section retains water on the runway longer and can potentially cause hydroplaning and negative impacts to the braking length. An Apron serves as the arm/disarm pad for aircraft on the east end of the runway system. The pad will be modified to allow for arming prior to take‐off and for the disarming of weapons on aircraft after their return. The project also includes the installation of an aircraft arresting (braking) system. 8. TYPE OF CONTRACT: This is a competitive acquisition for the single award of a "C" Design-Bid-Build Construction contract. Award will be made to the best overall proposal that is determined to be the most beneficial to the Government. 9. TYPE OF SET-ASIDE: This acquisition will be an unrestricted action under full and open competitive conditions. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. 10. SELECTION PROCESS: The Government intends to utilize a one phase trade off source selection process to evaluate contractors for award on a best value basis. 11. CONTRACT PERIOD AND MAGNITUDE: The anticipated period of performance is 540 calendar days. The price range is estimated between $10,000,000 and $25,000,000; 12. SITE VISIT/PRE-PROPOSAL CONFERENCE: Currently a Site Visit/Pre-Proposal Conference is scheduled for 11 May 2017 at 1000hrs local time for this solicitation. Contractors interested in attending the pre-proposal site visit MUST provide complete the attached Base Access Information list and return to the point-of-contact listed below NLT 14 Apr in order to be obtained base access clearance. Attendees are limited to no more than five (5) people per contractor. Any changes to the date will be posted on the www.fbo.gov website. 13. SOLICITATION WEBSITES: All prospective contractors and their subcontractors and suppliers must be registered in Federal Business Opportunities website (FedBizOpps) https://www.fbo.gov before they will be allowed to download solicitation information. Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this contract. Solicitation documents, plans and specifications will only be available via FedBizOpps. Registration for plans and specifications should be made via FedBizOpps Internet Homepage. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation in May 2017. Contract award is anticipated for September 2017. 15. NOTICE TO OFFERORS: The Government reserves the right to cancel any or all of the solicitation(s), either before or after the proposal opening with no obligation to the offeror by the Government. 16.
