- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Sciences (DLS) intends to award a sole source firm-fixed price purchase order to the Brooks Automation. The address is 15 Elizabeth Drive; Chelmsford, MA 01824-4111. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 334519 (Other Measuring and Controlling Devices Manufacturing). The size standard is 500 employees. The Government intends to purchase Nalgene tube racks and large tubing cartridges with resin nozzle. Both items are needed by the Inorganic and Radiation Analytical Toxicology Branch (IRATB). The custom Nalgene tube racks are needed to load sample vials into the BioFill system. The BioFill unit allows the laboratory to dispense materials into individual cryovials without having to manually cap and recap vials. Different cartridges are needed for the different matrices the lab works with (ex: blood, urine and serum) as well as different concentration ranges of the analytes. The cartridges are needed to avoid cross contamination among matrices when using the unit for different applications. The lab specialized in trace metals analysis. The risk for contamination is high. Therefore, numerous precautionary measures have to be taken to avoid contamination and compromising the patient results being reported. These cartridges are consumable items. A supply of them is needed to keep the unit operational. Brooks Automation is the only company to make these racks to the required specifications. This rack is made specifically to fit into the decapping/recapping unit used with the BioFill. The Nalgene tube racks and the large tubing cartridges are custom made by Brooks Automation to use with their BioFill unit purchased by DLS. No other vendor can provide a cartridge or a rack that will interface with DLS's existing BioFill system. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Brooks Automation. Brooks Automation is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
