Description
This procurement is a Total Small Business set­-aside. Contracting Office Address: General Services Administration, Public Buildings Service (PBS), Acquisition Management Division, Services Contracting Branch Saint Paul, Minnesota(5P1QB), 316 N Robert Street, Saint Paul, MN 55101 The General Services Administration (GSA) has a need for the continuation of mechanical operations and maintenance service at the following locations: Theodore Levin U.S. Courthouse 231 W. Lafayette Blvd Detroit Mi 48226 Location 2: Federal Building and U.S. Courthouse 526 Water St. Port Huron 48060 Location 3: Rosa Parks Federal Building 333 Mt. Elliot Detroit, MI 48207 The North American Industry Classification System (NAICS) code is 238220 with a size standard of $15 million. The performance period for this requirement is a one-year base period with four one-year option periods. The anticipated start date is July 1, 2017. The Contractor will be tasked with providing performance based mechanical operations and maintenance service to ensure the safety of the building mechanical operations and to maintain the building assets. The contractor will provide all management, supervision, labor, materials, supplies, repair parts, tools, and equipment (including inspection and maintenance of all fire protection systems) and shall plan, schedule, coordinate and ensure effective and economical completion of all work and services specified. All mechanical, electrical, utility, fire protection systems, equipment, and all interior and exterior architectural and structural systems shall be operated and/or maintained at the highest levels of efficiency compatible with the current energy conservation requirements, nationally recognized codes, and standards, and maintained at an acceptable level, throughout the contract performance period. The scope of services as described within this synopsis are inclusive of, but not limited to fire protection systems. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, City laws and codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to: Occupational Safety and Health Act (OSHA). This procurement is a Total Small Business set-­a-side. This is a negotiated procurement. Best value method will be used to determine the awardee. Evaluation factors will consist of past performance and Total Evaluated Price. Proposals will be opened privately. The solicitation will be available on or about April 14, 2017. The anticipated award date is on or about May 20, 2017. This is a negotiated best value procureemnt. Proposals will be evaluted on price and non-price factors. There will be a pre-proposal conference. The date and time of the conference will be included in the solicitation. Offerors will be responsible for downloading the solicitation and for monitoring FBO for amendments and/or additional information. All offerors must be registered in the System for Award Management (SAM) located at www.sam.gov in order to be considered for award. The solicitation will be available for download through FedBizOpps. All interested vendors must be registered with this website in order to download the solicitation and amendments. Potential offerors will be responsible for downloading the solicitation and monitoring the Federal Business Opportunities website for amendment(s), if any, to the solicitation. Offer due date and time for receipt of proposals will be posted in the solicitation.
