- Solicitation Document - USAID Inspection Services for Humanitarian Assistance Programs The United States Agency for International Development (USAID), Office of Food For Peace (FFP) and Office of Foreign Disaster Assistance (OFDA) are seeking to establish a Blanket Purchase Agreement (BPA) with one or more firms that will allow USAID to contract simply and quickly with these firms for the immediate provision of cargo surveying services, including inspection, sampling and testing of emergency food and non-food items. Quality and safety are vital to the successful delivery of life-saving humanitarian assistance. Therefore, USAID is seeking to verify the quality and safety of these food, and non-food items, ensure that contracted quantities are received and that all items meet USAID, recipient country and/or internationally accepted standards. The services will include inspection and verification of emergency items at various production and storage facilities in Jordan, Turkey, Syria, Nigeria, Sudan, Zimbabwe, the Democratic Republic of Congo, Kenya, Tanzania, Haiti, India, Pakistan, Mexico, the United States and other locations. This competition for a BPA allows offerors to submit their proposals to USAID, describing how their firm is capable and qualified to provide the services outlined herein. The winning firm(s) would then have a signed agreement with USAID (which includes a minimum order guarantee of zero dollars), through which future contracts and purchase orders could be issued. The selected BPA holders must be able to perform all activities specified in the scope of work in support of USAID/FFP and USAID/OFDA programs. Questions regarding this solicitation must be submitted via email and will be accepted until April 14th, 2017 11:00 EST.
