- This is a Sources-Sought Notice for market research purposes only. Do not send proposals in response to this notice as it does not constitute a solicitation. The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Acquisition and Asset Management Division (AAMD), Procurement Branch, seeks information from firms able to supply an automated Hemagglutination Analyzer as described below. APHIS Veterinary Services (VS) routinely conducts testing and analysis of viruses such as avian influenza and Newcastle disease. The intended use of an instrument like this is for imaging agglutination assays completed in 96 well microplates. Examples of functionality and specifications are: a) Automation and data acquisition using both round (U) and conical (V) bottoms wells for flexible analysis. b) Hemagglutination assays (HA) and for detection of such as avian influenza and Newcastle disease viruses. c) Hemagglutination inhibition (HI) assays for detection of antibodies against hemagglutinating viruses such as avian influenza and Newcastle disease d) Software needs to be a graphical user interface that allows users to enter experimental parameters, image and analyze HA and HI assays. The software must include not less than 2 views which are used at different stages of imaging and analysis. e) Results calculation must use algorithmic parameters which are used to determine the transition point between agglutinated wells and non-agglutinated wells f) Database view should provide a list view of all saved plate data. The data should be categorized into columns based on the Plate Name, the Study Name, Assay, Blood Type, Virus, Analyst and the Time Stamp. g) Specifications: 100-240V, approximate size: 21" x 12" x 7" (length x width x height (in inches)). Instrument supply: 12 VDC max. 5.0 A. Storage Temperature: +5°C to +40°C The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. All interested parties are invited to submit: a) Equipment literature/brochure b) A capabilities statement highlighting how your equipment meets the functionality and specifications listed above. This information will be used for acquisition planning purposes only. APHIS contemplates a Purchase Order to be issued for the purchase of one or more of these Hemagglutination Analyzers in the future. Electronic responses are preferred and telephonic requests for information will not be honored. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement.
