Solicitation FA810117R0018 Questions received with Government responses 30 March 2017 1. Are samples requested? Government Response (GR): No. 2. You mentioned that all product would need to be Made in the USA. Would this also apply to the gloves? GR: In Accordance With (IAW) included clauses 52.225-1 and 52.225-2, the supply items must be compliant with the Buy American Act. If items that are not domestic-end products are submitted in the proposal, they must be accompanied by a filled certificate IAW FAR 52.225-2. Is it for use in changing diapers for a daycare facility? GR: The changing paper refers to paper that is placed on the changing surface to serve as a barrier between child and surface. 4. A better description on the Sanitation Bags, size & purpose, i.e. Diapers ? Can you please provide additional information/specs on the disposal sanitation bags? Any particular color/ mil, size etc? They are diaper disposal bags and there are no mil or color requirements. In Accordance With (IAW) 6.3.3, "Each wet/soiled diaper or clothing is placed in an individual plastic bag and the end is tied before disposing of it." In addition to being able to be tied, the disposal bags are of a shape that provides efficient containment and disposal of solid waste during the diaper changing process, allowing the child care professional to focus their attention to the child. The bags must be able to hold a soiled diaper and be tied without the use of additional apparatus, such as a twist-tie. 5. Can you verify that the intent is an "all or nothing type award", and that one source will be selected for all the items listed on Page 3 versus awarding by Line. GR: Correct, the contract will not be awarded line by line. There will be one award to include all item lines. 6. Referring to the 8" X 8" tissues? There are so many different grades/qualities in tissue. Can you advise on the following:. Basis weight. # plies. Bulk (thickness in mils per 8 layers). Dry/Wet Tensiles. Softness. Brightness. Packaging - roll, flat, # per unit For the tissues, It might be helpful if we had a better idea of the end use. Is it a wipe, paper towel, napkin, facial tissue or toilet paper? This could help to determine the thickness, strength and softness needs. For box, is that like a facial box to dispense or a brown corrugated box for shipping? GR: The tissues are facial tissues. By "boxes", the Government means standard type facial tissue boxes. There are no AFI requirements for the tissues. It is preferred to have tissues in boxes, but that is not in the list of specifications and therefore not a requirement that would affect the technical evaluation. 7. Is the pricing for the option years going to be treated as firm or are they to be looked at as estimates? We can obviously only guess on what kind of pricing will be available that far out, so I wasn't sure if we were to bid that as a firm price or as a price that could be negotiated if needed. GR: Yes, the option years are to be treated as firm fixed pricing. Your quote can reflect an escalation if you feel that it may be necessary. 8. The bid package states on Page 3 below the Min and Max: "The Minimum quantity will be met with Delivery Order 001 at the time of award" Is the intent to place one order for the total qty identified in the Min qty column?, or is the award spread out with several delivery windows throughout the year breaking up the qty's into smaller orders? GR: The type of contract we propose to award is called an Indefinite Delivery Indefinite Quantity. With this type, there is no set quantity of items we will need and there is not a set time of when we will need them. This is accomplished by issuing delivery orders that pertain to the base contract whenever the items are needed. Unlike a regular purchase order in which there is a firm amount to be bought, in this type of contract the contractor cannot be certain of how many they will end up selling. So, we are required to put a minimum and maximum amount that will be ordered. This is set by market research and anticipated needs of the requiring activity. In this case, we will hit the minimums with the first delivery order, which will be issued at the time of base contract award. The Government anticipates ordering that same amount several times throughout the life of the contract, up to the maximum amounts. However, there is no actual Government obligation of purchase over the minimums and you should offer a quotation taking that into consideration. Further, there will technically be no restrictions on the Government ordering one case at a time, even though that is not anticipated to be the case at all.
