- Description
- The Climate Program Office, located administratively within the National Oceanic and Atmospheric Administration’s (NOAA), Ocean and Atmospheric Research (OAR) requires the completion of the Coastal Wetlands section under the annual submission of the Inventory of the U.S. Greenhouse gas Emissions and Sink. These services are provided by Silvestrum Climate Associates LLC., and are located in Alameda, CA 94502-6519. Silvestrum Climate Associates LLC. has been identified as the only known source that can provide the needed items as specified below that will also meet the Government’s intended use. The company is uniquely qualified to provide these services based on their technical knowledge and hands on experience related to Coastal Wetlands Reporting for the annual U.S. Greenhouse Gas Emissions and Sinks. This acquisition will provide core support to the office of Ocean and Atmospheric Research (OAR). It is not expected that other vendors have the technical background related to the current obstacles related to spatial dataset reconciliation and other vendors would need to re-accomplish work that Silvestrum Climate Associates LLC already possesses. If the office of Ocean and Atmospheric Research cannot procure the needed services, it will have a negative impact on the OAR’s ability to provide support to the annual submission of the Inventory of the U.S. Greenhouse Gas Emission and Sink The requirements for the items are as follows: Ø Support Services for Completing the Annual U.S. Greenhouse Gas (GHG) Emissions and Sinks o Quantity of 1 All items shall be delivered to the U.S. Department of Commerce/NOAA/Climate Program located at 1315 East West Highway, SSMC3 12 th Floor, Rm 12118, Silver Spring MD 20910 The Government is not aware of any other vendors that can provide this specialized service while also meeting all of the requirements listed above. The intended procurement is for support services for the U.S. Greenhouse Gas Emission and Sink. The Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12 Commercial Items. The Government intends to solicit and negotiate with the only known source (Silvestrum Climate Associates LLC.) under the authority of FAR 13.106-1(b)(1)(i). A ll proposals received prior to the close of this notice will be considered by the Government. However, this is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this notice or issue a purchase order to Silvestrum Climate Associates LLC. whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed support services. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the support services as the support services specified above. Any responses that provide for support services other than that specified must be accompanied by descriptive literature and show it meets the same support services. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided the proposed replacement parts. Offerors may send their proposal via email only to james.d.moore@noaa.gov. The NAICS code for this requirement is 541620. All responsible sources may submit requested information which will be considered by the Agency. All contractors doing business with this Contracting Office (Eastern Region Acquisition - Kansas City Division) must be registered with the System for Award Management (SAM) website.
