Description

This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential Large and Small Businesses, including Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Own Small Business (SDVOSB) prospective contractors relative to the North American Industry Classification System (NAICS) Code 334290 (Other Communications Equipment Manufacturing). An existing TV Encoder/Decoder Broadcast System at the Captain James A. Lovell Federal Health Care Center (FHCC) is non-operational and is in need of repair. This will allow the Pastoral Division at the Captain James A. Lovell FHCC to broadcast daily worship services to all inpatients directly to their bedsides, allowing them to partake in worship services if they are not physically able to attend services in person. A TV Encoder/Decoder Broadcast System is known to meet the Government s needs. The Government is requesting that responsible sources respond if it can provide the following items on a general specifications basis: Line Item No. Description Qty Unit 0001 N/A Encoder / Decoder 1 EA 0002 RG59 RG59 - (Solid Copper Core / 90% Braid) 200 FT 0003 16 AWG 16 AWG - (2 conductor shielded) 200 FT 0004 F-BNC F-BNC Adaptors 4 EA 0005 Installation Installation - programming - delivery 1 JB General Specifications: The Encoder/Decoder takes the analog signal from the camera and microphone and changes it into a digital format so it can be sent through the VA network to the T.V. cable system. From there, it gets switched back to analog. F-BNC adapters are used to connect the cable to the system. No existing parts of the TV Encoder/Decoder Broadcast System will be retained for use with the new system. The Encoders/Decoders are replacing defective Encoders/Decoders. RG-59 cable will run from the Chapel to the equipment closet and hooked up to a switching unit for the purpose of sending Chapel video and audio over the network so it can be broadcasted on the TV cable system. The goal is to have the broadcast seen on channel three (3) for every TV in the entire Facility. Interested Large and Small Businesses, including VOSBs and SDVOSBs, are required to submit an e-mail delineating: Qualifications, capabilities, and experience for providing this product; Business size/Socioeconomic status; and If the product is on the Federal Supply Schedule or the Open Market. This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submissions will not be returned to the sender. VOSBs and SDVOSBs must be registered and verified in VIP for consideration. The applicable North American Industry Classification System (NAICS) Code for this requirement is 334290 and the small business size standard is 750 employees. Responses due are to be submitted by e-mail to Jim Hedman at james.hedman2@va.gov. The information requested must be received no later than 09:00 a.m. Central Daylight Time on Wednesday, April 5th, 2017.
