The Federal Aviation Administration (FAA) Flight Program Operations may require a consolidated aircraft fleet study to provide the necessary information and background to help guide aircraft procurement and modifications decisions. In October 2016, the FAA consolidated all of the FAA ™s flight programs into a single organization. This reorganization combined all six of the FAA ™s flight programs as identified and described in FAA Order 4040.9 “ śFAA Aircraft Management Program ť into a single Flight Program Operations organization with four major missions; Flight Inspection, Research and Development, Transportation, and Aviation Safety Training. It is expected that this fleet study will address the flight program consolidation; the total FAA mission demands; how available resources will be better integrated, controlled; and/or replaced. This market survey should identify qualified and capable sources that can provide an aircraft fleet study as described herein. A draft statement of work (SOW) is provided as an attachment to this market survey to inform and assist interested vendors of the technical work required. However, interested respondents are cautioned that the Government at its discretion may update and or revise this SOW for any potential contract. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing the requirement described in the attached SOW for a fleet study. THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/Request for Offer may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor ™s expense. The principle North American Industry Classification System (NAICS) code for this effort is 541611, Administrative Management and General Management Consulting Services, with a size standard of $15.0 million. The purpose of this announcement is to conduct a market survey to solicit statements of interest and capabilities from interested vendors, in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on current data. The responses to this market survey will be used for informational purposes only. HOW TO RESPOND TO THIS MARKET SURVEY: Interested vendors should submit the items listed below to the point of contact listed at the bottom of this announcement. 1.Attachment A- This attachment details what is to be included in your capability statement. Your response should be organized in the same manner as Attachment A, but on your company ™s letterhead. The response for this section should not exceed 3 pages. 2.Questions or comments regarding the attached draft Statement of Work (SOW). 3.System for Award Management (SAM) “ Interested vendors must be registered in the System for Award Management, www.sam.gov. 4.Interested firms which are SBA 8(a) certified are required to submit a copy of their SBA 8(a) certification letter.
