- Sources Sought This is a Sources Sought only. The Department of Veterans Affairs is performing market research to find contractors capable of performing Tele-Radiology services in support of the Muskogee VA Healthcare System. There is no solicitation at this time. The NAICS is 621512 with a small business size of $15 million. NOTE: Please ensure that SAM indicates this NAICS if you are interested in the requirement. All information received in response to this request shall be handled in accordance with FAR 15.207, Handling Proposals and Information. The Government will not compensate for providing information in response to this Sources Sought. Furthermore, the Government reserves the right to cancel this requirement at its discretion. PERFORMANCE WORK STATEMENT 1. Overview The contractor shall furnish all personnel to provide services necessary to perform Tele-Radiology physician services to eligible beneficiaries of the Department of Veterans Affairs Medical Center Muskogee (hereinafter referred to as MVAHCS) located at 1011 Honor Heights Drive, Muskogee, OK 74401. The VA Radiology Services are accredited by ACR and follow the standards & guidelines set forth by American College of Radiology (ACR). A contractor providing Tele-Radiology services shall provide services that meet or exceed the American College of Radiology Guidelines http://www.acr.org/Quality-Safety/Standards-Guidelines/Practice-Guidelines-by-Modality Scope: The contractor shall provide final reports of imaging examinations signed electronically. This is an essential, time-sensitive service in the treatment of patients. Tele-radiology physicians shall be appropriately credentialed and privileged at the primary VHA site for all services they will be providing for the facility, in accordance with VHA Handbook 1100.19, Credentialing and Privileging. In addition, a formal MOU shall be established between the MVAHCS and the contractor s facility in accordance with VHA requirements for tele-medicine practitioners. Item No. Study Emergent Study 1 CT CT Emergent 2 CT Ab/Pelv CT Ab/Pelv Emergent 3 CTA CTA Emergent 4 MRI MRI Emergent 5 NM NM Emergent 6 US US Emergent 7 Plain Film Plain Film Emergent Specific Tasks: The imaging modalities to be interpreted include General Radiography, Ultrasound, Computed Tomography, Nuclear Medicine, and Magnetic Resonance Imaging. The services would be provided as needed on Business Days and Weekends: Business Days: Monday through Friday between the hours of 0800-1630 Weekends: All National Holidays (New Year s Day, Martin Luther King s Birthday, President s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran s Day, Thanksgiving Day, Christmas Day, and any other day specifically declared by the President of the United States to be a National Holiday). Due to the size and scope of the workload, the contractor shall provide a network of highly experienced, board-certified radiologists with a preference for fellowship trained physicians with a spectrum of sub-specialty experience and advanced HIPAA-compliant technology experience. The contract radiologists shall dictate findings, review, electronically sign, and upload final reports and appropriate diagnostic codes directly into the Computerized Patient Record System (CPRS). Urgent or unexpected findings require a phone conversation with the requesting physician or their representative. Physician services shall be performed in accordance with the policies and procedures of the MVAHCS and its medical staff by-laws and service under the direction of the Chief of Radiology Service or designee. Service connection with MVAHCS facilities shall be provided via a site-to-site Virtual Private Network connection through a VA gateway that will be expected to transmit 10 GB of patient images daily. This connection shall be configured and maintained by the VAO IT WAN Manager or designee. No costs for configurations, modifications, or upgrade to the VA network shall be incurred by the contractor. A secure, web-based method shall be used by the contractor to provide the input and verification of patient data associated with transmitted image data. Patient studies shall not be interpreted until verification of patient information is completed by the MVAHCS imaging service staff. The connectivity/functionality should be approved and verified by the VA OI&T WAN Manager and the JCMVAMC facility Radiology Service prior to acceptance of the contract. The contractor should be responsible for any costs associated with their connectivity to the VA network. The contractor must maintain a system that is reliable and functional in order to prevent any disruption of delivery of service. Data transmission security must be maintained at all times. OI&T and Radiology Department personnel must be notified immediately of any equipment malfunctions that would detrimentally impact the transmission of images or reports. Services shall be provided by the contractor as requested, primarily after hours, weekends, and federal holidays; other times will be considered on an as needed basis. All services provided for after hour, weekend and holiday interpretations will be considered emergent in nature and interpretation shall begin immediately upon receipt of images. The contractor shall provide the MVAHCS facility with a final report of findings within 60 minutes of complete receipt of exam images for Stat and emergent studies. For routine studies the contractor shall provide the Imaging service with a final report of findings within 48 hours. The contractor must have current and demonstrated capability to interface with the MVAHCS Computerized Patient Record System Radiology Package v5.0 and utilize HL7 to upload final reports directly into CPRS for immediate viewing. Faxed reports would only be used as a contingency if and when network connectivity is disrupted. The contractor will be responsible to ensure that contractor s employees providing work on this contract are fully trained and completely competent to perform the required work. The contractor is required to maintain records that document performance level of contractor employees working on this contract in accordance with Joint Commission for Accreditation of Health Care Organizations (JCAHO) and other regulatory body requirements.
