Description
Solicitation The U.S. Army Corps of Engineers, Philadelphia District intends to award a firm fixed price Job Order under Mastership Agreement for dry dock and repair the New York District Drift Collection vessel DRIFTMASTER. The vessel is currently stationed at the USACE Caven Point facility, and work is to be performed by a facility within 175 nautical miles from Caven Point Terminal, Jersey City, New Jersey. The major work scope includes dry docking the DRIFTMASTER, cleaning and painting the hull, assisting with ABS and USCG required inspections, and miscellaneous modifications and repairs to be outlined in the solicitation scope of work. This will be a lowest price technically acceptable (LPTA) source selection in accordance with FAR 15.101-2 with the following factors: Factor 1 - Technical Proposal Factor 2 - Price Factor 3 - Past Performance There will be Liquidated Damages associated with this procurement. A Bid Guarantee will be required; Payment and Performance Bonding will not be required. Period of performance is forty-five (45) days after notice to proceed. The Request for Proposal Number (RFP) W912BU-17-R-0013 is intended to be available on or about 21 February 2017. This requirement will be in accordance with FAR Part 15, contracting by Negotiation. The government will utilize the lowest price, technically acceptable procurement process to determine the most beneficial offer to the government. Hard copies will not be available. No written or fax requests will be accepted. Contractors may download the solicitation (including drawings) and any amendments via the hyperlink to the Federal Business Opportunities website, www.fbo.gov, on (or after) the issue date. The official media of distribution for the RFP is the Web. All amendments to the RFP will be posted to the FedBizOpps website. It is the offeror's responsibility to monitor the website in order to access the solicitation. Offeror's are responsible for printing copies of the RFP and any amendments.
