- FS ROAD 2220, MP 2.5 ERFO Roadway Repair - The Olympic National Forest intends to acquire by contract repair of a roadway by reconstructing a portion of the traveled way and supporting fill slope. The work includes preparing implementing an approved traffic control plan, construction staking, clearing and grubbing, construction access, dewatering, erosion control, removal of saturated (unsuitable) native slope failure material, roadway realignment, installation of an engineered riprap slope, reconstruction of the roadway fill, road shoulder, aggregate surfacing, compaction testing, seeding and mulching. Temporary closure of the roadway to complete the work requires preapproval and is limited to 3 weekdays excluding holidays and weekends. This project is located on Forest Service Road (FSR) 2220 at Mile Post 2.5 in Section 5, Township 21N, Range 09W South of the city of Quinault, Washington. The site may be reached by traveling south on Hwy 101 for Quinault, WA to Forest Road 2220 (Newbury Road). The project site is approximately 2.5 miles east of State Hwy 101 on FSR 2220. Period for performance is from June 15, 2017, to August 31, 2017. Project Manager is Mr. Shannon Henriquez, 360-956-2264, or email shenriquez@fs.fed.us. The Forest Service will proceed to issue a solicitation as a Request for Quotes (RFQ) on or about APR 17, 2017. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose quote, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Offers will be evaluated based upon: price; experience, past performance, managers & subcontractors, price realism, and a Level of Confidence Assessment Rating (LOCAR). The government estimated value is between $25,000 and $100,000. A bid bond is not required. Performance and payment bonds are not required for this project. Quotes greater than $35,000 require payment protection in the form of a payment bond or irrevocable letter of credit. Construction Wage Rates (former known as Davis-Bacon wage rates) apply to any resulting contract. The proposed contract-type is firm-fixed price. All responsible sources may submit an offer which will be considered by the government. Prospective contractor must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
