- Notice of Intent HAB C_640717331 Title: Alternative Resource Allocation Methodologies for Ryan White HIV/AIDS Programs Part A & Part C - Phase II The Health Resources and Services Administration (HRSA), HIV/AID Bureau (HAB) intent to negotiate, on a sole source basis, with Walter R. MacDonald & Associates Inc. (WRMA) of Sacramento, CA. The Government will process this procurement in accordance with the procedures as outlined in Federal Acquisition Regulations (FAR) Parts 16 and 6. The purpose of this procurement is to assist the Division of Community HIV/AIDS Programs (DCHAP) and Division of Metropolitan HIV/AIDS Program (DMHAP) in furthering the work of the funding allocation methodology developed under Phase I. The awardee will be conducting multiple funding runs of allocation scenarios based on different inputs of what would be methods of approach. This requirement will be for a base period of performance of 12 months with two 1-Year option periods of performance. In September 2014, HAB contracted with Walter R. MacDonald & Associates, Inc. (WRMA) to conduct the feasibility study of an allocation framework for Supplemental Funding under RWHAP Part A; and, in April 2015 contracted with WRMA to develop an allocation funding methodology for RWHAP Part C EIS. Under separate contracts, WRMA developed customized Microsoft Excel-based tools. The tools incorporated the conceptual framework selected by each respective RWHAP Part and appropriate data. This allowed DMHAP and DCHAP to test a range of allocation alternatives for each respective funding source. WRMA developed final reports, which serve as reference guides for the methodologies; including, the data elements and options embedded within the methodology for each respective program. WRMA, under FAR 6.302-1, now deemed the only responsible source capable of providing the required work without substantial duplication of cost to the Government.
